Please Note: The solicitation for this item will be posted to the DLA Internet Bid Board System (DIBBS) concurrently with this notice at https://www.dibbs.bsm.dla.mil. All offerors MUST be registered in The System for Award Management (SAM) in order to be eligible for award. All responsible sources may submit quotes which if timely received, shall be considered." This item is procured in accordance with a United States Department of Agriculture, Forest Service specification. These Specifications are located at: http://www.fs.fed.us/t-d/programs/fire/specs.html As of 9/1/11 NFPA Std 1977, 2011 edition is in effect. FAMILY OF ITEMS: 8415-01-565-0618, NFES 1641, MEDIUM 8415-01-565-0620, NFES 1640, SMALL 8415-01-565-0623, NFES 1639, EXTRA-SMALL 8415-01-565-0624, NFES 1642, LARGE 8415-01-565-0625, NFES 1643, EXTRA-LARGE GLOVES, BRUSHED PIGSKIN: Gloves shall meet NFPA 1977 Standard on Protective Clothing and Equipment for Wildland Fire Fighting, edition in effect, with the following characteristics: Shall be made of 3.0 to 3.5 oz. brushed pigskin. Shall not contain PCP, salts or esters; Anatomically designed; Gunn cut, keystone double layer thumb crotch; Double row stitching around inset thumb; Elastic wrist shirring; Bound hem; Storage strap; Lock-stitched 8-10 stitches per inch using spun kevlar thread minimum break strength 12 lbs.; Machine washable. Color: Any acceptable Each pair of gloves shall consist of matching right and left gloves that measure within 1/4 inch of each other in length and width. First Article Examination/Testing: The gloves shall be subject to First Article Inspection. The gloves will be examined for compliance to NFPA 1977 requirements and the requirements of this IPD. FAT will take 30 days to be performed. FAT samples shall be shipped to the below address, along with a DD1222 form. A copy of the DD1222 shall be sent to the Government email, troopsupportchemteam@dla.mil along with Certificates of Compliance (COC) including test results for the material of the gloves. First Article samples ship to address: US Forest Service Attn: Dennis David Missoula Technology and Development Center (MTDC) 5785 Highway 10 West, Missoula, MT 59808-9361 First Article Samples: One (1) sample in each size to be procured under the contract or purchase order. These samples shall be preproduction samples. NFPA 1977 Certification Requirements: This item shall be third party certified as being in compliance with National Fire Protection Association (NFPA) Standard 1977, Protective Clothing and Equipment for Wildland Fire Fighting. Proof of this certification shall be presented at the time of award and with the First Article submission. A prerequisite for NFPA 1977 certification includes ISO 9001 certification. Known sources for NFPA 1977 certification include: Underwriters Laboratory at http://www.UL.com Safety Equipment Institute at http://www.seinet.org An approved Certification Organization shall certify that the item meets the requirements of NFPA 1977. The contractor shall provide all required materials, garments, and information to the Certification Organization to permit such certification. The cost of certification is the contractor's responsibility. Any change to place of performance, design or materials may require recertification. Any changes after an item has been NFPA certified shall be presented to DLA Troop Support and the NFPA certification agency for evaluation. THE WORDS "PACKING LIST HERE" SHALL BE STENCILED, NOT HAND LETTERED, ON THE CONTAINER. PACKAGING SHALL BE IN ACCORDANCE WITH ASTM D 3951. BULK PACKAGING PROHIBITED. MIL-STD-147 APPLY. MARKING SHALL BE IN ACCORDANCE WITH MIL-STD-129. DELETE ALL REFERENCES TO "MIL-STD-123" AND REPLACE WITH "MIL-STD-129". PACKAGING: Each pair of gloves shall be in a poly-bag with a label with the size and NSN number on the bag. One dozen (12) pairs of gloves are put into the inner carton that is also marked with the size, NSN number, and NFES number inside the case. PACKING: Six (6) dozen pairs of gloves are in a full case. If the order is for less than a carton, no sizes will be mixed. The gloves shall be packed in a close-fitting corrugated fiberboard box, minimum burst strength 275 psi (maximum edge crush strength 32 lb per inch width), and shall be in compliance with the Uniform Freight Classification and the National Motor Freight Classification. SUPPLEMENTAL PACKING AND PACKAGING REQUIREMENTS: All fiberboard boxes, cushioning, and dunnage used in packing and packaging of this item shall contain recovered materials in accordance with the EPA Comprehensive Procurement Guideline For Products Containing Recovered Materials (40 CFR 247) and the EPA Paper Products Recovered Materials Advisory Notice (Federal Register, Vol. 61, No. 104, May 29, 1996). The EPA's Recommended Recovered Fiber Content Levels for Paperboard and Packaging Products are available at http://www.epa.gov/osw/conserve/tools/cpg/products/paperbrd.htm SPECIAL MARKING: The National Fire Equipment System (NFES) number appearing below the National Stock Number (NSN) of this Item Purchase Description shall be marked on the shipping container below the NSN. DIBBS Super User * If your CAGE has already been registered on DIBBS, the name and email address of the person designated as your super user will be provided. * The representative who starts the DIBBS registration process has the option to accept their (SAM) registration POC as the DIBBS super user, or they can designate themselves or another person to act as the super user for the CAGE. * The super user acts as the account administrator for a CAGE. They can add up to ninety-eight (98) additional users, provide user IDs and passwords, modify existing users, and control the login status of each user for their CAGEs through My Account (Account Maintenance).
