Attachment 1. System and Support Requirements Matrix Synopsis LCFDL17R0005-DCLV Library Services Platform for the Commerce Research Library The Commerce Research Library has a need for a firm-fixed price contract for a next generation cloud-based library services solution offering flexibility and interoperability and showcases the Library's print, electronic, and digital collections. This solution will include: • A Library Services Platform (LSP) to replace the existing ILS. • A Digital Asset Repository to replace the existing Digital Asset Management system (DAR) • A Discovery system to replace the existing OPAC, and potentially to replace the existing discovery system The new solution will have the following characteristics: • is commercially available and currently functional for the acquisition, description, management, circulation, discovery, and sharing of all Library resources • is hosted, cloud-based, and web-based • is secure and reliable • offers flexibility and interoperability with third-party applications, standards, and systems • facilitates the discovery of all of the Library's print, electronic, and digital collections and resources • complies with all security, access, authentication, and other protocols and perform continuous monitoring, as required by federal law, including the Federal Information System Modernization Act (FISMA) (2002, 2014) • ideally has FedRAMP authorization, or compliance is anticipated within one calendar year of solicitation issuance The anticipated performance period is for a base period of twelve months with four one-year option periods to be exercised at the discretion of the Government. All prospective offerors must be registered in the System for Award Management (SAM) in order to be eligible for award. Interested parties are responsible for monitoring the FedBizOpps website to ensure that they have the most up-to-date information about this acquisition. No hard copies of the RFP will be made available. Ref: LCFDL17R0005-DCLV. All proposals shall be submitted in accordance with the instruction provided in Section L of the RFP.
