Description
THIS IS A SOURCES SOUGHT ANNOUNCEMENT ONLY. This is not a solicitation for proposals, proposal abstracts, bids, or quotations. The purpose of this notice is to obtain information regarding the availability and capability of all qualified sources to perform a potential requirement. Responses to the information requested will assist the Government in determining the appropriate acquisition method. The Great Lakes Acquisition Center is planning to solicit for a vendor to provide the following service for VISN 12: The successful contractor will provide a system to be used as a documentation tool for patient encounters that interfaces with Computerized Patient Record System (CPRS) by which all patient information can be accessed, stored and added to. This system will also serve as an interactive and electronic Nurse phone triage system that is an internet or software based program that allows the triage nurses to interact with patients and provide medical guidance based on clinical symptoms. The program must also provide medical education regarding medical and/or mental health conditions. This product must include software that provides hand-off information to the clinic staff. This product should be interactive, allow sorting in a variety of ways (by provider/clinic/team) and allow reports to be pulled. The product must allow for a triage note to be started and then suspended for another staff member to pick up and continue. It must allow for different note types (including but not limited to information, education, symptom, mental health, and medication). Must also be able to choose the patient s clinic or care team, who the caller is, and the caller response. Must be able to have custom statements which can be edited. The program must allow for the RN to up-triage and down-triage and choose a reason for such. It must also include the location in which the patient is to seek care (example: VA Clinic, Urgent Care, VA Emergency Department, Local Emergency Department, etc). Must allow for copy and paste functionality in charting (from education source). In addition, the program must include defaults for ICD codes, closing encounters, visit types and note titles and locations. The contractor is required to provide and install all software programs to VA owned computers and servers which may require cooperation with local, regional and national IRM Service so that appropriate approvals and security measures are taken. Contractor is also responsible for providing onsite and virtual training for all clinical and support staff (including IRM) on the use and maintenance of this system. The contractor will also trouble shoots and work with staff utilizing the software and with Region 2 IT staff to troubleshoot and repair software problems, and ensures that the system is working as designed on an ongoing basis. Contractor will also provide upgrades to the system which will include, but not be limited to software upgrades, patches, maintenance, and trouble shooting. The successful contractor will demonstrate that all work can and will be performed either on-site and/or remotely. The contractor must also have a back-up system that allows for seamless operation and uninterrupted service. The contractor will also allow for collaboration with Nursing Triage Program/Group to allow for system updates related to enhancements and protocols/algorithms. The contractor will work with the staff utilizing the program to ensure that the program meets the needs of the service being provided, including discussing and changing workflow processes within the system and changes to the clinical algorithms. The contractors system must allow the healthcare providers access to generate reports from the system for data collection and analysis. At a minimum, we must have access to information in the system that will allow us to report data on number of calls per site and team, RN call-back time, average call length, calls by symptom type, calls by system disposition, and calls by patient disposition. The program must allow for staff to run reports based on the following: average suspense time, calls by system disposition, calls by patient disposition, calls by chief complaint, number of calls per staff member, average talk time for RNs, raw data, calls by date. This must be able to be run for all 8 sites through 1 program so that data can be collated. Staff must be able to co-sign others to signed notes. Software/program must allow for a diagnosis code to be defaulted and allow for encounters to be closed upon signing notes. The vendor must provide support services 24/7/365. The Great Lakes Acquisition Center/ VA Milwaukee is conducting a market survey to determine the existence of potential small business concerns (e.g., HUBZone, 8(a), SDVOSB, Woman Owned, etc.) with the capability to accomplish this Service Interested parties shall provide a brief overview of their firm s capabilities and past experience with services similar in scope to this service. All information shall be submitted in Word or PDF format, not to exceed 10 pages, including all attachments. Each submittal shall also include the following business information: DUNS number Organization Name Organization Address Point of Contact (including name, title, addresses, telephone number, fax number and Email address) Business size Socio-economic status ( IF SDVOSB or VOSB provide SDVOSB or VOSB CVE verification) Firms shall identify whether or not they are a small business or other than small business in accordance with the size standard for NAICS code 541519. If another NAICS code may be applicable, please identify the NAICS in your capability statement. All information must be received no later than: April 24, 2017, 2:00 PM, CST.
