Page 1 of 4 Request for Information Point of Use Solution for Department of Veterans Affairs Introduction This Request for Information (RFI) is issued for information and planning purposes only and does not constitute a solicitation nor does it restrict the government as to the ultimate acquisition approach. In accordance with Federal Acquisition Regulation (FAR) 15.201(e), responses to this notice are not offers and cannot be accepted by the government to form a binding contract. The purpose of this RFI is to identify qualified contractors, who are able to meet Department of Veterans Affairs (VA) requirements for a Point of Use solution that provides Enterprise visibility to secondary inventory point management. Any contract/order that might be awarded based on information received or derived from this market research will be the outcome of the competitive process. The purpose of this RFI is to obtain market information on capable sources of supply, industry practices, and input specific to the information provided. The Government is not responsible for any cost incurred by industry in furnishing this information. All costs associated with responding to this RFI will be solely at the interested vendor's expense. Not responding to this RFI does not preclude participation in any future Request for Proposal (RFP), if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Previous efforts of this nature used the NAICS code 541614 Process, Physical Distribution, Log Consulting Service; however due to the mix of labor and hardware, the VA is open for suggestion for a more appropriate NACIS code. Please indicate your company size and socio-economic status under the NAICS submitted. Scope of Work VA is seeking information regarding your ability to support Point of Use (POU) inventory management solutions, utilizing a weight based bin system, and providing interfacing capabilities to the VA enterprise inventory management system at three VA Medical Centers which have been deemed as Logistics Innovation Centers: specifically VA Medical Centers at Tomah, Wisconsin; Grand Junction, Colorado; and Durham, North Carolina. Included in the desired solution would be hardware, software, implementation services, training of staff, and data migration. The POU solution must be established and operational within 90 days of award. Successful implementations at the innovation centers may lead to additional implementations to the remaining VA enterprise. POU Solution Capabilities: Weight Based identification of supply status Interface capabilities to current Enterprise Inventory Management System using current interface design including HL7 Messaging protocol Physically configurable to accommodate variability in the physical location being utilized Ability to provide closed cabinet as well as open bin solutions Easily calibrated by VA staff and accurate to industry standards Provide real time visibility to secondary inventory points Capable of tracking, adjusting, and reporting comprehensive real time information pertaining to the secondary inventory point Triggers are published back to the current Enterprise Inventory Management System for business event triggers, such as: Degradation of stock triggers, pick tickets based on stock levels, reorder points, emergency stock levels Software needs to be intuitive and easy to train on. Software needs to be able to accommodate multiple users with different levels of permissions (i.e. role based). Reports generated by software need to be relevant to APICS Principles of Inventory Management. Must be able to accommodate a wide range of common healthcare commodities based on size, thickness, and weight. (Ex. Gowns, gloves, bandages, crutches). The Contractor is expected to provide program management services to produce detailed design and project implementation plans. The Contractor is expected to use their established implementation services in conjunction with the local VA staff; Logistics Innovation Center contracted staff, and national POU SME to perform a site survey that will document the necessary configurations of the POU hardware and software into an individual site implementation plan as well as a defined schedule. Additionally training services with suggested training modalities will be detailed into the Site Implementation Plan and detailed in the Site Implementation Schedule. The Contractor will provide user acceptance scripts based on nationally and locally defined requirements. The Contractor will work towards a defined remediation strategy for any user acceptance test not passed by the national SME. VA currently anticipates the following period of performance: Base plus 4 option years. RFI Response Instructions NOTE: The capability package must be clear, concise, and complete. VA is under no obligation to provide feedback to the company, or to contact the company for clarification of any information submitted in response to this RFI. Provide the following information: Provide Company Information: Company Name CAGE/DUNS Number under which the company is registered in SAM/VetBiz.gov Company Address Point of contact name Telephone number Email address For Service Disabled Veteran Owned Small Business (SDVOSB)/Veteran Owned Small Business (VOSB) concerns, indicate whether at least 50 percent of the cost of performance incurred is planned to be expended for employees of your concern or employees of other eligible SDVOSB/VOSB concerns. Do you plan to Prime or be a subcontractor? Can your company independently provide the entire range of requirements? If not, which requirements cannot be met and describe teaming arrangement to meet all of the requirements. Brief summary describing your company s available solution (business and technical) to meet the requirements, to include: Number of Clients supported. Indicate whether your solution meets all of the capabilities identified above (Scope of Work). If not which capability cannot be met with business process outsourcing solution. Identify alternative approaches to meeting the capability if available. What are your company s processes to satisfy the requirements for adherence to schedule, agility, flexibility, responsiveness, scalable and reliability, service quality and consistency, and continuous improvement? Define the minimum system requirements or hardware specification for the implementation and hosting of your product to fulfill business, security, reporting, performance and capacity requirements for VA-CABS (servers, storage devices, etc.); Provide a system design and/or architecture diagram for a typical implementation of your product(s). (C) Recommended pricing models addressing required scalability. (D) Rough Order of Magnitude (ROM) pricing for the anticipated solution. (E) Recommended Service Level metrics, targets and measurement windows for the following: 100% Successful User Acceptance tests. Demonstrate real time capability of interface to VA inventory system. Demonstrate implementation of business event level triggers to VA inventory system. Signed class roster for 100% of staff. Successfully train VA staff in support duties. (EG. Calibration of system, inclusion of new items, discontinuation of items). Optimize use of limited VA physical space. Optimize bin arrangement (i.e. preclude empty, or non-used bins, etc.); requires per site collaboration w local staff. If you have operated as a prime contractor in providing a POU Solution. Provide a case study (no more than one page), that describes how you have provided or currently provide this solution to an organization of similar scope, size and complexity to the VA?  Indicate the percentage of the work that was performed by your company as the prime contractor in this case study. Provide a case study (no more than one page), that describes how you provided technical and operational readiness of a client to POU system. The client scope, size, complexity must be similar to the VA.    Indicate the percentage of the work that performed by your company as the prime contractor in this case study. Provide a case study (no more than one page), that describes how you provided end-to-end service implementation, coordination of the POU system. The client scope, size, complexity and contact volume must be similar to the VA.    Indicate the percentage of the work that performed by your company as the prime contractor in this case study. Provide a list of the number of clients that you have successfully implemented and supported as a prime contractor.
