- NASA Ames Research Center Industry Day Special Notice SMALL SPACECRAFT PROTOTYPING ENGINEERING DEVELOPMENT & INTEGRATION (SSPEDI) The solicitation under announcement NNA17608320R is in development. The Government intends to release a Draft Request for Proposal (DFRP) as a planning tool and as a means of soliciting industry comments for use in developing the final solicitation. The Government plans to release the DFRP no later than April 21, 2017. At this time Interested Parties are encouraged to contact the Contracting Officer in advance of a planned “Industry Day” as highlighted below: Robin De Leon NNA17608320R Email: Rosalinda.R.DeLeon@nasa.gov SSPEDI “INDUSTRY DAY” MAY 3-4, 2017 KIRTLAND AIRFORCE BASE ALBUQUERQUE, NEW MEXICO Industry Day attendance will be limited. Attendance must be requested by contacting the Contracting Officer as well as Denise McKay denise.mckay.ctr@us.af.mil no later than April 24 th, 2017. Attendance at Industry Day has the following stipulations: A) Attendance at the SSPEDI Industry Day is recommended; however, attendance is neither required nor a prerequisite for proposal/bid submission and will not be considered in the evaluation. B) Offerors, individuals, or interested parties who plan to attend Industry Day must provide the Contracting Officer in writing, at a minimum, full name of the attendee(s), identification of nationality (U.S. or specify other nation citizenship), Lawful Permanent Resident Numbers in the case of foreign nationals, affiliation and full office address, email, and phone number. Except for foreign nationals, the identification information must be provided at least 5 working days in advance of Industry Day. This information shall be provided as soon as possible for foreign nationals due to the longer badging and clearance processing time required. Foreign National access to the base is subject to Federal security procedures/regulations. The Government is not responsible for offerors' inability to obtain clearance within sufficient time to attend the event. C) Due to space limitations, representation of any potential Offeror may not exceed five (5) company representatives/persons per Offeror. D) Any "lobbying firm or lobbyist" as defined in 2 U.S.C. 1602(9) and (10), or any Offeror represented by a lobbyist under the Lobbying Disclosure Act of 1995 shall be specifically identified. The Agenda is still to be determined. May 3 nd is tentatively planned to provide an overview of the requirement including an overview of the Rapid Response Space Works (RRSW) facility with tour. NASA/ORS anticipate use of May 4 th for brief one-on-one meetings, by request, with interested parties. Note that all dates are subject to change. Interested Parties will be notified of any changes through posted information on this website (FBO). The Government is not responsible for costs associated with participation or attendance at Industry Day. As a reminder, this acquisition is not typical in that it represents the solicitation of two requirements: Space Enablers (SpE) and Space Solutions (SpS). These contracts will serve as follow-ons to contracts awarded in 2009 titled Rapid Response Space Works (RRSW) and Modular Space Vehicles (MSV). As was done for the existing contracts, the Government’s intent is to enter into a single award, indefinite delivery/indefinite quantity (IDIQ) contractual arrangement for SpE and a multiple award indefinite delivery/indefinite quantity (IDIQ) contractual arrangement for SpS. All IDIQ contracts will have a five-year period of performance. The procurement will be conducted on a full and open basis. Due to the relationship between the two requirements and to avoid Organizational Conflicts of Interest (OCI), Offerors shall be limited to submitting one proposal for either SpS or SpE. Offerors are not allowed to submit proposals for both efforts. Offerors that submit one proposal that combines the SpE and SpS requirements, or multiple proposals, will not be considered.
