NAICS: 336413; Other Aircraft Parts and Auxiliary Equipment Manufacturing SIC: 3728; Aircraft Parts and Equipment REQUEST FOR INFORMATION This is a Request for Information (RFI) for market research purposes issued by the C/KC-135 Contracting Branch, AFLCMC/WKDPK at Tinker Air Force Base (TAFB). The United States Air Force (USAF) is requesting information on industry sources capable of providing 135 Large Aircraft Infrared Countermeasures (LAIRCM) adapter plates, support equipment and/or group A installation kits for the C/KC-135 aircraft. This RFI is limited to United States (US) concerns and Department of Defense (DoD) contractors which are small businesses as defined by Small Business Administration 13 CFR part 121 and/or Federal Acquisition Regulation (FAR) 48 CFR part 19. Data products associated with this RFI are covered under Defense Federal Acquisition Regulation (DFAR) 252.225-7048; Export-Controlled Items. Respondents must provide documented proof of compliance prior to receiving drawing packages. PURPOSE The purpose of this request for information (RFI) is to solicit industry options and possible sources for providing C/KC-135 LAIRCM installation kits and/or accessories. THIS IS A REQUEST FOR INFORMATION ONLY: This RFI is issued solely for informational and planning purposes. It does not constitute a solicitation (Request for Proposal or Request for Quotations) or a promise to issue a solicitation in the future. As stipulated in FAR 15.201(e), responses to this notice are not considered offers, shall not be used as a proposal, and cannot be accepted by the Government to form a binding contract. This RFI does not commit the Government to contract for any supply or service whatsoever. Furthermore, we are not seeking proposals at this time. Responders are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party's expense. The Government requests that non-proprietary information be submitted in response to this RFI. However, should proprietary information be submitted, it should be marked "PROPRIETARY", and will be handled accordingly. The Government shall not be liable for or suffer any consequential damages for any proprietary information not properly identified. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets should be clearly identified. BACKGROUND The C/KC-135 aircraft will be undergoing modification to install a podded version of LAIRCM beginning in the 2018-2019 timeframe. It is the intent of this RFI to determine industry interest in providing C/KC-135 LAIRCM installation kits and accessories as specified in government provided drawing packages. Most drawings are finalized however; some may be updated pending trial vehicle installation that will complete in September 2017. Distribution of drawings is limited to US business concerns and DoD contractors which are small businesses. Qualified firms are required to contact C/KC-135 Contracting Branch, AFLCMC/WKK to acquire these drawing packages. The drawing packages will be sent via US Army, Aviation and Missile Research Development and Engineering Center (AMRDEC) Safe Access File Exchange (SAFE) server. Respondents are solely responsible for access to this site: https://safe.amrdec.army.mil •The installation kits consist of structural components, wiring, commercial products, and common hardware. Using government provided drawing package(s), respondents will be required to acquire commercial products and/or manufacture structural components, wiring harnesses, assemble, perform continuity or other test(s) as required, package and deliver kits to the government. •Accessories consist of separate and distinct items such as an adapter plate, shipping container, and loading device. Utilizing government provided drawing package(s); respondents will be required to acquire commercial products and/or manufacture, assemble, test as required, package and deliver accessory items to the government. REQUIREMENTS: •C/KC-135 LAIRCM installation kits: utilizing the following drawing packages; respondents will be required to produce an initial quantity of 2 kits for a government physical configuration audit. Following successful completion of the audit full production may begin with Defense Management Agency (DCMA) oversight. Total production quantity will be 124 at an average rate of 25 per year. Respondents should provide their estimated annual production production/delivery if greater or less than above average. 1)Group A installation kit National Stock number (NSN) 1560K0101256AFL: Drawing: 327A897. This single kit contains nine sub kits referenced under drawings 328A030, 328A033, 328A054, 328A682, 328A870, 328A919, 328A933, 328A969, and 328A997. It is intended that all sub kits will be packaged together to make up a single installation kit. 2)Antenna installation kit NSN: 1560K0101256CFL: Drawing: A0283021200. It is intended that the antenna kit be packaged independent of the group A installation kit. Note another KC-135 modification program may require this same kit for an additional quantity of 100. Should this other program come to fruition the average annual quantity will increase to a minimum of 50 or a maximum of 75. Respondents should address this additional requirement separately from the base requirement. •Accessories: 3)Adapter Plate NSN: To be determined (TBD): Consists of a single item with additional attaching hardware reference drawing package 327A982. Total quantity required is 32 at an average rate of 10 per year. Respondents should provide their estimated annual production/delivery capability if greater or less than above average. 4)Shipping Container: NSN: TBD: Consists of a single item using drawing package X20152080. Total quantity required is 32 at an average rate of 10 per year. Respondents should provide their estimated annual production/delivery capability if greater or less than above average. Note: respondents should provide two separate responses for this item. a)Complete container including a single upper frame assembly reference drawing X20152121. AND b)Complete container including two upper frame assemblies reference drawing X20152121. Second frame assembly to be packaged separately. 5)Loading device: NSN: TBD: Consists of a single item using drawing package XP201516671. Total quantity required is 32 at an average rate of 10 per year. Respondents should provide their estimated annual production/delivery capability if greater or less than above average. 6)Common Interface Computer (CIC) cables/adapter kit: NSN: TBD: This kit consists of a two individual items. Total quantity required is 170 at an average rate of 17 per month. Respondents should provide their estimated monthly production/delivery capability if greater or less than above average. a)Glenair, Inc.; Electrical Connector Assembly; NSN: 5935-01-652-7826; P/N: ABC 61223; CAGE: 18863 b)Delkin Devices; Industrial Compactflash Type II ATA Adapter; NSN: Not Stock Listed; P/N: 420-0038-00; CAGE: 1SEH7 Each kit/item will need to be labeled in accordance with (IAW) MIL-STD-130N (W/Change 1), Identification Marking of U.S. Military Property, 16 Nov 12. Each kit/item will be packaged IAW Mil-Std-2073 Level B with the exception of the shipping container. All kits/items delivered free on board (FOB) destination to Tinker Air Force Base, Oklahoma 73145. APPROACH: Please provide a brief, high-level technical description of your firm's capability to produce the required items meeting the requirements above. Respondents should state if their intent is to collaborate with another firm(s). PAST PERFORMANCE Briefly explain any previous work you have done or are doing for government/civilian customers similar to what this RFI addresses. RESPONSE Respondents may use or propose commercial products or existing government sources to provide the best value solution using best processes and practices to reduce cost and schedule and performance risk and to promote future competition for reducing operational support costs. Respondents may propose providing one, some, or all kits/items. Respondents should provide estimated manufacturing lead-time and proposed delivery schedule within their response. The government may use the information provided for planning, programing, and tailoring of the technical requirements for acquiring one, some, or all kits/items. Respondent's inputs should not be restrictive or proprietary if possible. Although the identification of contributing companies will not be divulged outside the Government, the Government reserves the right to use in whole or part any industry information that is received as a result of this RFI. Respondent's participation in the RFI will not affect their company's position during any solicitation, nor will this RFI be used as criterion for prequalification of respondents for future solicitations. This RFI is an expression of interest only and does not obligate the USAF to pay any proposal preparation and prototype costs or to award any contracts, grants, cooperative agreements, or other transactions. Respondents are advised that only an Air Force Contracting Officer is legally authorized to commit the Government to the obligation of funds. SCHEDULE ESTIMATES Respondents should propose a delivery schedule using single or incremental deliveries based on days after receipt of award. COST ESTIMATES Proprietary cost information may be provided as a separate document appropriately marked from the response as described above. Respondents should provide cost estimates categorized as follows: •Per kit/unit for each separate kit(s) or item(s) you are proposing to provide. Pricing should include FOB destination costs assuming TAFB, Oklahoma City, OK as the destination.
