Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be used. Solicitation number 850831 is issued as a request for quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-95. This solicitation will be a 100 percent total small business set-aside. The associated NAICS code is 333111 with a small business size standard of 1250 employees. U.S. Department of Agriculture, Agriculture Research Service in Beltsville, Maryland requires the following items: On-site custom fabrication of automated metabolic feed conversion testing units for individual chicken housing, with the following MINIMUM REQUIREMENTS: The research objectives for an ongoing research project as well as a future project covering FY 2017 through 2022, requires the capability of assessing feed use efficiency and metabolic efficiency as measured in individually housed broiler chickens. The basic requirement is to have the capability of housing 48 growing broiler chickens in separate cage enclosures. At a minimum, the need is for 4 individual rack units each holding an assembly of 12 cages per rack unit. For each rack unit the desired configuration is either 3 rows of 4 cages or 2 rows of 6 cages. Each individual cage shall be: • 24" wide x 24" deep and 18" high to be in compliance with Animal Welfare concerns for space requirements; • On wheels and portable to allow movement to the automated cage washer for cleaning and disinfection. Wheels shall have stainless steel casters with step brakes on the front wheels; • All materials, from which these cage units are constructed shall be chemically resistant to disinfecting compounds and able to withstand a minimum water temperature of 180 degrees F; • Walls of the cages shall be constructed with plastic-coated wire screening with a mesh size no larger than with a 1" x 1"; • Doors shall be stainless steel and be capable of sliding horizontally with positive latches; • Feeders shall be constructed of stainless steel; • Excrement collection pans shall be constructed of stainless steel; • Each individual cage shall be equipped with 2 individual water nipples for access to water, one near each side of the cage, to allow for 2 chickens/cage. The height of the water nipple array shall be adjustable to accommodate different size chickens; each nipple can come off a common line between the individual cages but each 12-cage unit shall be equipped with a stand-alone water pressure reducer fitted with an adjustable pressure/flow valve and a highly visible view of the existing water level in the unit (i.e., A "view glass or view tube"); • The water system shall be equipped with standard pluming hose fittings to be compliant with the attachment fixtures present in the animal building (what are they?). Standard hose fittings The water system for each cage unit shall have a capacity for flush down clean out and washing; • Provide ease of measuring feed consumption on a daily basis, and shall NOT be manually intensive to clean and discard manure. The feeders for each cage shall be easily removable so the feeder and its remaining feed can be weighed and the data entered into an electronic spreadsheet. Quoters responding to this announcement shall submit their quote in accordance with FAR 52.212-1. Submission of quote shall include the following: (1) Technical Specifications/technical support and (2) Price (to include shipping charges to Beltsville, Maryland 20705) and warranty information. The basis for this award is Lowest Price Technically Acceptable (LPTA). "LPTA" means the expected outcome of the acquisition that, results from selection of the technically accepted proposal with the lowest evaluated price.
