- SOURCES SOUGHT This is a Sources Sought Notice ONLY. The U.S. Government has a requirement for Gold Straps for Dress Caps at West Point, NY in accordance on a small business set-aside basis, provided 2 or more qualified small businesses respond to this sources sought synopsis with information sufficient to support a set-aside. Be advised that the U.S. Government will not be able to set aside this requirement if 2 or more small businesses do not respond with information to support the set-aside. We encourage all small businesses, in all socioeconomic categories (including, 8(a) Business Development Program, Small Disadvantage Business, Historically Underutilized Business Zone, Service-Disabled Veteran-Owned, Women-Owned Small Business concerns), to identify their capabilities in meeting the requirement at a fair market price. This notice is issued solely for information and planning purposes - it does not constitute a Request for Quote (RFQ)/Invitation for Bid (IFB)/Request for Proposal (RFP) or a promise to issue an RFQ, IFB or RFP in the future. This notice does not commit the U.S. Government to contract for any supply or service. Further, the U.S. Government is not seeking quotes, bids or proposals at this time and will not accept unsolicited proposals in response to this sources sought notice. The U.S. Government will not pay for any information or administrative costs incurred in response to this notice. Submittals will not be returned to the responder. Not responding to this notice does not preclude participation in any future RFQ or IFB or RFP, if any is issued. If a solicitation is released, it will be synopsized on the Governmentwide Point of Entry. It is the responsibility of potential offerors to monitor the Governmentwide Point of Entry for additional information pertaining to this requirement. The anticipated NAICS code(s) is 339993 - Fastener, Button, Needle and Pin, Manufacturing with the associated size standard of 750 employees. A need is anticipated to procure STRAP, GOLD FOR DRESS CAP, QYT 1,400. Please see attached specifications. In response to this sources sought, please provide: 1. Name of the firm, point of contact, phone number, email address, DUNS number, CAGE code, a statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) and the corresponding NAICS code. 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not. Scope: This purchase description covers the requirements for gold lace or gold colored synthetic lace chin straps used as a component on the USMA Cadet White dress caps. 2. Classification: The chin strap shall of one type in the following class, as specified. Class 2 Gold Color Nylon or Rayon Lace 3. Materials: a. Backing: The backing for the chin straps and loops shall be either leather, non-bleeding, or a suitable cloth, either in natural or light brown color, and of a good commercial grade suitable for the purpose intended. b. Gold Colored Nylon or Rayon Lace: (1) Warp and Stuffer Yarn: The warp and stuffer yarn shall be 38/2 or 40/2 mercerized cotton yarn. (2) Filling Yarn: The filling yarn shall be continuous filament 50/2 denier first quality continuous filament nylon or rayon of the regenerated cellulose, cuprammonium or viscose type, semilustre, not less than thirty (30) filaments for the single yarns. The yarns shall be free of any adulterants or weighting materials. (3) Color: The color shall be gold and shall show good fastness to wet-dry cleaning, bleaching, laundering and light. (4) Construction: The Finished gold colored nylon or rayon lace shall conform to requirements as shown in Table II. Design and Measurement: The design and measurements of the chin strap shall be in accordance with Figure 1. 5. Construction: Chin straps shall be made in two (2) sections, each 10-1/8 inches long, and pointed at each end. Angles at pointed ends should be between 30 and 35 degrees. Onto the leather sections shall be stitched the gold lace or gold colored lace, according to the specified class completely covering the breadth of leather strap, folded and turned under at the pointed ends of each section. Stitching should be 1/32 to 1/16 inches from edges, and eight (8) to ten (10) stitches per inch. On end of section shall be provided with an aperture, the center of which shall be equidistant from the sides and 5/16 inches from the end of the strap. Into the aperture shall be inserted a brass eyelet of ¼ inch inside diameter. The opposite end of each section shall be provided with a loop of the lace ½ inch wide, so positioned that the pointed end of the section extends 3/8 inches beyond the loop. The loop for the top section shall be stitched 1/32 to 1/16 inches from the edge, catching the top section in the stitching. The loop for the bottom section shall be stitched 1/32 to 1/16 inches from the edge catching the pointed end of strap, which has been cut off and placed under the loop edge. Loops shall be folded and hand tacked at underside of chin straps, catching the loop with a cut-off piece to the bottom chin strap section.
