- Question and Answer Revised RFI document The objective of this Request for Information (RFI) is to design and implement a new Electronic Records Archive (ERA) Executive Office of the President (EOP) system, ERA EOP 2.0. This private and secure archival management system ingests, preserves, and controls access among authorized users allowing them to search, manage, and export electronic presidential records under the Presidential Records Act (PRA). This on premise system consists of two (2) instances, namely ERA EOP 43 instance and ERA EOP 44 instance. The ERA EOP 43 instance holds sixty-seven (67) archival Search and Access Sets (SAS) transferred from the George W. Bush White House (EOP 43) administration and is comprised of approximately 82 terabytes of managed archival data (records and metadata) in a variety of data formats, along with archival business data related to search results, access requests, review decisions, and record release. The ERA EOP 44 instance holds over one hundred (100) archival Search and Access Sets (SAS) transferred from the Barack Obama White House (EOP 44) administration and is comprised of approximately 250 terabytes of managed archival data (records) in a variety of data formats. It also requires the management of associated business data per above. The new system will consolidate both ERA EOP 43 and ERA EOP 44 instances into a single instance, while maintaining access controls required by the PRA. The new system must have high stability and high performance in terms of response time and output data volume. To accommodate future data volume growth, increases in the number of authorized users, and most importantly potential surge of FOIA requests, Special Access requests, and new large ingest events (TBD), the system must also have high scalability. ERA EOP 2.0 will have a reduced total cost of ownership when compared to ERA EOP 43 and ERA EOP 44. Although both ERA EOP 43 and ERA EOP 44 instances are now on premise, NARA is open to adopting cloud-based solutions. In addition, NARA is open to adopting open-source technologies.
