- Description
- THIS REQUEST FOR INFORMATION (RFI) NOTICE is being issued by the Department of the Navy, Naval Surface Warfare Center, Philadelphia Division (NSWCPD). NSWCPD has a requirement for Engineering Technical Support Services and proprietary spare parts for an Energy Recirculation System (ERS). It is the Government's intention to procure these items, utilizing other than full and open competition, from General Electric Power Conversion Naval Systems, Inc.(GEPCNSI) IAW FAR 6.302-1, as only GEPCNSI are able meet the Government's requirements. The ERS consist of various complex interconnected systems and subsystems of which the contractor must have comprehensive knowledge. GEPCNSI maintains the rights to proprietary solutions to the ERS. In addition, GEPCNSI is the Original Equipment Manufacturer (OEM) for the spare parts for the ERS. It is necessary for all the components to be produced by the same OEM. The ERS cannot have component parts interchanged with different OEM products because any deviations could induce unnecessary problems, costs and additional engineering. Therefore, the capability to procure components directly from the specific OEM is essential. For the reasons stated above, it is imperative that the services provided and the spare components be the exact same configuration as those on existing on the ERS, and as such makes GEPCNSI the only qualified vendor and product line. NSWCPD intends to issue a solicitation to the specified vendor to meet mission requirements. Prior to issuing a solicitation, NSWCPD is requesting information in order to make an informed determination regarding procurement strategy. A copy of the Line Items are listed below.
