- The FAA is seeking experienced firms to provide all labor, material, equipment, tools, supervision and transportation to provide the scope of work as follows for the Motorized Shade System for the O ™Hare North Air Traffic Control Tower Cab, Chicago O ™Hare Int ™l Airport, Chicago, Illinois Background: The FAA has a project at the O ™Hare North Airport Traffic Control Tower (NATCT) to replace an existing manual cab window shade system with an electric powered cab shade system. The cab shade contractor will be required to fully accomplish all work or sub-contract work and take control of the entire project from start to completion; i.e., licensed electrician, carpenter, etc. The NATCT is an operational facility, so all employees will be required to be escorted at all times. It is anticipated that the contract performance time will be 90 calendar days. It is anticipated that work will be accomplished during evening/early morning hours. Scope of Work: 1.Remove existing manual shades and accessories and patch where required. 2.Design, provide and install a motorized shade system. 3.Provide electrical shade control work at multiple locations plus a master control panel. 4.Contractor will need to include airlift or crane to bring the shades and associated equipment to the cab roof staging area. The contractor will be required to protect the equipment from the environment and properly secure it on the roof. The roof hatch is located 245 ™ above ground. 5.Contractor shall include all labor, materials and equipment which must include all subcontractor work; i.e., electrical, carpentry, hardware, etc. 6.The working hours in the Cab shall be from 10:01 PM to 5:30 AM. Mobilization work outside of cab shall be one hour before 10:01 PM and one hour after 5:30 AM. At the conclusion of each work day, the site must be clean of debris, tools and materials. 7.The contractor will be responsible to verify all dimensions and conditions in field. 8.Liability insurance and bonding will be required by the FAA. In addition, the insurance requirement for O ™Hare Airside will be in the amount of $1,000,000.00 liability and automobile insurance. Additional excess/umbrella liability insurance must be maintained with limits of not less than $4,000,000.00 per occurrence. 9.The contractor will conduct a short maintenance overview with local representatives and go over all warranty and service information as required. EVALUATION CRITERIA All prospective contractors must provide the following information. This information will be evaluated as go no-go criteria: 1.List at least three (3) major FAA Air Traffic Control Tower (ATCT) cabs where your product is installed. To be found qualified, the contractor must have completed 3 motorized shade installations. Required information shall include the following: a. Name and location of the project. b. Type of contract, i.e. firm fixed price, time and materials, cost plus incentive fee, cost plus, etc. c. Brief description of extent of work provided for each project. d. Point of contact. e. Date of completion and scheduled completion date. f. Total cost of completed project, otherwise state contract award amount. g. Percentage completed by your firm as the general contractor. h. Extent of subcontracting expressed in percentage by trade, i.e. electrical, plumbing, etc. 2.Did any of your installations require work in an operational facility and, if so, provide the locations. This question must be answered in the affirmative to be found qualified. 3.Does your system have the ability to operate from a master panel and misc. positions in the ATCT cab? This question must be answered in the affirmative to be found qualified. 4. Additional information to submit for review: Provide a narrative of your experience with electric shade installations. How many years of experience does your company have installing motorized shades in ATCT cabs for the FAA? The above information may be used as a responsibility determination. The estimated price range for this acquisition is between $100,000 and $250,000 NAICS Code is 337920 The contractor awarded the contract must have active registration in the System for Award Management (SAM) before award can be made. INTERESTED FIRMS MUST HAVE SUCCESSFULLY COMPLETED SIMILAR PROJECTS BOTH IN DOLLAR AMOUNT AND SCOPE OF WORK as stated above.
