- This is a sources sought notice only. This notice does not constitute a request for proposal, request for quote, or invitation for bid. No formal solicitation document exists at this time. Market Research is being conducted to Service Disabled Veteran owned small business (SDVOSB), Veteran Owned Small Business (VOSB), Small Business, Small Disadvantaged Business, 8(a), Woman Owned Small Business or Hub zone interests. The Salisbury North Carolina Veterans Affairs Medical Center (VAMC) is trying to determine whether to set aside the acquisition to provide a base +4 maintenance contract on the comprehensive filter replacement program for the Salisbury VAMC. The scope of the acquisition includes but in not limited to: Provide a comprehensive filter replacement program that includes providing filters that meet or exceed The American Society for Healthcare Engineering (ASHRAE) standards, replacing and disposal of filters off site (pleats and final filters) throughout the Salisbury VAMC. Provide clean room certification of all exhaust and supply HEPA filtration systems at the Salisbury VAMC. Any offer must include ALL work to provide a completed and finished product to include (if appropriate, but not limited to) all electrical disconnections, all cover plates, finish-trim and any type of required certifications. Provide an inspection sheet to be kept at the air handler dating the last filter change and the individual or supervisor responsible for the change out. Schedule all filter changes with the Utility Shop Supervisor. All filter changes for the operating rooms must be completed prior to or after cases have been completed for that day. The contractor shall provide a comprehensive program for HEPA filter installation, testing, certification, removal and proper disposal for all HEPA filter isolated rooms (fixed and portable), negative pressure rooms free standing portable canopy units to include all HEPA pre filters. Testing is to be accomplished every six months and every time a unit is changed or moved. The contractor shall establish a written procedure for testing of the HEPA filters. FMS will review procedure before contract acceptance. Testing shall be in accordance with NSF, OSHA, NIOSH, CDC, and other regulatory agencies. The latest and most stringent guide lines shall be used. Testing will consist of a quantitive leakage and filter performance test, e.g., the Dioctal Phthalate (DOP) Penetration test. HEPA filter maintenance will be performed by properly trained personnel. The contractor shall establish procedures for installation, decontamination, removal, and disposal of defective HEPA filters. The contractor shall develop a quality assurance plan which will provide the contractor s strategy for monitoring performance internally, providing performance information to the VA, and reporting in compliance with the SOW. Within the QAP, the contractor shall propose and maintain an established reporting system to promptly notify the VA of any problems, issues, risk, or concerns with workflow performance, programmatic improvement, security, and scheduling adherence. Quality control is the exclusive responsibility of the contractor. The work performed under this contract shall be subject to evaluation by the contracting officer via the contracting officer s designated representative. All pre filters will be serviced monthly. All final filters will be serviced Bi-Annually. All HEPA system and filter integrity will be serviced Bi-Annually.
