Description
This Request for Information (RFI) and Sources Sought is for Planning Purposes The Government does not intend to award a contract on the basis of the RFI/Sources Sought notice or to otherwise pay for the information solicited. Your response to this RFI will be treated as information only. It shall not be used as a quote. This notice does not constitute a commitment by the United States Government. The Eastern Region Acquisition Division (ERAD) of the National Oceanic and Atmospheric Administration (NOAA) in Norfolk, VA is soliciting information, on behalf of the Northeast Fisheries Science Center (NEFSC) of the National Marine Fisheries Service (NMFS) for vessel support services. The North American Industry Classification System (NAICS) code for this requirement 541712, with a size standard of 1000 Employees. This RFI/Sources Sought will be used solely for market research and does not constitute a solicitation. BACKGROUND/SCOPE The Northeast Fisheries Science Center (NEFSC) Cooperative Research Study Fleet Program, along with other research branches within the NEFSC, requires Contractor support in one or more areas of scientific investigation. The Cooperative Research Program complements other NMFS programs and contributes to improved fishery stock assessments and the evaluation of management options. Supported Study Fleet research projects for this contract will require participation by Northeast and Mid-Atlantic commercial vessels fishing for monkfish, groundfish, Atlantic herring, Atlantic mackerel, long-finned squid and other mid-Atlantic commercial species. The Contractor shall assist in collecting and confirming tow-by-tow data through an electronic logbook system and a web based data confirmation system. This will be accomplished through use of the NEFSC Fisheries Logbook Data Recording Systems (FLDRS) software, or sector management electronic reporting tools capable of recording and transmitting the necessary data elements, as determined by the NEFSC. Contractors may also perform testing of new software versions and capabilities. Work shall be on a schedule consistent with the vessel's fishing practices. The DOC/NOAA is seeking the following information: Potential Respondents shall provide business size status for the NAICS Code stated above. In addition to size status, please provide your company's socio-economic status, if applicable, for the NAICS code stated above (8(a), Hubzone, Small Disadvantaged Business, Service-Disabled/Veteran Owned, and Women Owned). NOAA request specific information from each company to include-vessels, vessel names, vessel specifications, current and potential gear configuration. Note: This RFI is being issued solely for information and planning purposes and does not constitute an Invitation for Bids (IFB), a Request for Proposals (RFP), a Request for Quotations (RFQ) or an indication that the Government will contract for any of the items and/or services contained in this notice. All information received in response to this notice that is marked Proprietary will be handled accordingly. Responses to this notice will not be returned. In submitting a response, you are solely responsible and accountable for all of the expenses associated with your response. The response date for this Request for Information is April 20, 2017 at 12:00 P.M.
