- Full Announcement - 11 April 2017 The Office of Naval Research (ONR) Code 34 intends to issue an Indefinite Delivery, Indefinite Quantity (IDIQ) contract award to a single source under the authority of FAR 6.302-1(a)(2)(iii), Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements, on or about 15 September 2017 to the Special Purpose Processor Development Group (SPPDG) at Mayo Clinic, Rochester, MN. The period of performance for this contract will be for 60 months. The contractor shall execute research initiatives that result in knowledge products and prototype technology in support of efforts to enhance performance of Sailors and Marines. In this IDIQ contract, SPPDG will: 1) develop predictive physiological models and algorithms of various environmental stressors, 2) develop advanced imaging technology using magnetic resonance to support predictive model development, 3) design and fabricate miniaturized low powered electronics to include, but not limited to: wearable and handheld biomedical devices, physiological sensors and tagging, tracking and location (TTL) systems, 4) design and fabricate high speed encrypted communication and high performance computing systems, electronic devices supporting wireless communication and design of application-specific integrated circuits (ASIC). RFI N00014-17-RFI-0001 was posted to FedBizOps on 2 December 2016 and it closed with nine responses. The Program Officer evaluated all responses received and determined that the SPPDG at Mayo Clinic is uniquely qualified to address the Navy's requirements. The statutory authority permitting other than full and open competition is Title 10 U.S.C. 2304(c) (1), Only one responsible source, as implemented by the Federal Acquisition Regulation (FAR) 6.302-1 -- Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.
