- DESCRIPTION Rapid Migration of C5ISR Capability Solicitation Number: ID05170037 Agency: General Services Administration Office: Federal Acquisition Service (FAS) Location: FAS Contracting Division (5QZAB) Notice Type: Sources Sought notice for sole source requirement to ViaSat, Inc., supporting the Joint Tactical Integration Element, Joint Staff J6 Synopsis: The Government objective is to purchase commercial items in support of the Joint Tactical Integration Element, Joint Staff J6. The purpose of this notice is to (1) provide notice of the Government’s intent to establish a sole source IDIQ contract, (2) solicit the names of interested vendors and their business size, and (3) announce the pending release of a solicitation for the required items. To obtain market information, the Government requests that all interested parties RESPOND TO THE FOLLOWING QUESTIONS ON OR BEFORE 18 APRIL 2017. Responses To This Notice: Vendors who can fulfill this requirement and who would be interested in submitting a proposal, in the event that a competitive solicitation is issued, are requested to provide the following information in response to this request: 1. Company size standard and/or socio-economic standing (e.g., large business, small business, veteran-owned small business, service-disabled veteran-owned small business, HUBZone small business, small disadvantaged business, or women-owned small business) 5. Requiring Activity: This is a requirement of the Joint Tactical Integration Element, Joint Staff J6, Suffolk, Virginia. The Following Information Is Provided: (1) National Stock Number (NSN) if assigned: Not Assigned (2) Description of Requirement (summary): This requirement is for the acquisition of equipment and support including Move Out Jump Off (MOJO), Handheld Link (HHL)-16 Radios, Digital Aided Close Air Support Gateway-SOF (DACASG-S), Small Tactical Terminals (STT), Ku Spread Spectrum (KuSS) Antennas In-Vehicle Equipment (IVE), KuSS ArcLight2 Hubs, KG-250X and KG-255 High Assurance Internet Protocol Encryptor (HAIPE) Devices, Enhanced Bandwidth Efficient Modems (EBEM), Ethernet Switch Expansion Modules (ESEM), and associated ancillary items and required sustainment and support services as required. Additional contractor requirements will be met as specifically outlined in orders placed against this IDIQ contract. (3) Manufacturer: ViaSat, Inc. (4) Size, dimensions, or other form, fit or functional description: Various (5) Predominant material of manufacture: Various (6) Quantity, including any options for additional quantities: Undetermined - it is anticipated the contract will be structured as an indefinite delivery / indefinite quantity (IDIQ) contract (7) Unit of issue: Each or Lot (8) Destination information: End items shall be delivered to, and services performed at, Joint Staff J6, Suffolk, Virginia, or satellite locations (9) Delivery schedule: As prescribed on individual delivery directives (10) Duration of the contract period: A five year ordering period is anticipated (11) Sustainable acquisition requirements: Not applicable (12) Proposed contract action: This sources sought notice supports the establishment of an IDIQ contract extimated to exceed the SAT. The anticipated award date is 31 May 2017.
