- The National Oceanic and Atmospheric Administration (NOAA), Eastern Region Acquisition Division, Norfolk, VA on behalf of the National Ocean Service (NOS), Office of Coast Survey (OCS), Marine Chart Division (MCD) is conducting market research to determine availability and sources capable or providing Commercial Off The Shelf (COTS) software in support of the Nautical Information System (NIS) production of Electronic Nautical Charts (ENC's) and chart products. The North American Industrial Classification System (NAICS) code is 541519, Other Computer Related Services. The small business size standard for this NAICS code is $27,500,000.00. All interested firms are encouraged to submit a brief, typed Capability Statement in response to this sources sought announcement. A COTS software product will provide MCD the ability "in a competitive environment" to automatically identify and correct topological errors, edge-matching errors, and the generalization of features through scale bands. The identification of topological errors, edge matching errors and generalization of features are currently carried out by manually, labor-intensive methods which allow for human error. The software will automate these tasks, correct the errors, and generalize features through the scales, thereby increasing the efficiency of the workforce, decreasing processing time and adding a layer of quality checks to the products. The mariner will obtain higher quality charting products with more timely updates of chart features and critical updates. The proposed software must integrate within the Environmental Systems Research Institute's (Esri) ArcGIS nautical solution software and function as a companion toolset. The software must provide the following rules based/salient functions, supported by an easy to use rules editing interface within Esri ArcMap and ArcGIS Pro software: A.Automated detection, display, and correction of errors in data topology, specifically relating to supporting the chain-node topology model specified in International Hydrographic Office (IHO) S-57 for ENC's. Automatic detection consists of database queries that identify the exact vertexes and pinpoint the exact location of data topology errors with 1-foot real world resolution for features failing IHO S-57 validation rules. Feature detection must be at a rate of no less than 25,000 features per minute and include all IHO S-57 errors as well as gaps, simple features, kickbacks, spikes, duplicate vertices, and duplicate features. Automatic detection and error display will run within the ArcGIS nautical solution (ArcMap Tools) desktop workspace. Database queries must utilize an object-oriented database technology to process complex geometry checks. B.Automatic basic geometric check of gaps, simple features, kickbacks, spikes, duplicate vertices and duplicate features. C.Automatic generalization of chart features through successively smaller scale bands. D.Automated Contour Generation. E.Automatic edge matching of geospatial data acquired from different data sources. F.Provide enterprise data quality and integration for the ArcGIS Server Platform. G.Run centrally managed business rules against published Map Services within Web Applications, ArcMap & ArcGIS Pro. H.Apply business rules automatically and efficiently to spatial and non-spatial data. I.Apply rules-based data re-engineering tasks to automate the creation and update of disparate datasets. Submitted Capability Statements shall include the following: 1.Company name and address 2.DUNS number 3.Type of business (e.g. large business, small business, 8(a),veteran-owned small business, service-disabled veteran owned small business, HUBZone small business, small disadvantaged business, and/or women owned small business) as validated via the System for Award Management (SAM) 4.Company point of contact - name, phone, and e-mail address 5.Demonstrate availability of COTS software that meets the salient functions A-I above and experience in performance of the items listed above.
