Description
NOTICE OF INTENT TO AWARD A SOLE SOURCE PURCHASE ORDER- THIS IS NOT A REQUEST FOR COMPETITIVE QUOTES. The U.S. Department of Energy, Western Area Power Administration (WAPA), Desert Southwest Regional Office (DSW), intends to award a sole source purchase order DE-WA0004212 under the authority of FAR 13.106-1(b)(1), to OFIL USA LTD of Atlanta, Georgia for DayCor UV Imaging Camera System. The basis for this sole source award is outlined in the Single Source Justification information below: 1. Identification of the Program Office. Department of Energy, Western Area Power Administration (WAPA), Desert Southwest Region (DSW), 615 S 43rd Ave, Phoenix, Arizona 85009. 2. Description of supply or service required to meet the agency's needs. This is a brand name justification for the purchase of a DayCor UV Imaging Camera. 3. The rationale or circumstances for limiting competition. WAPA's asset management program currently relies on UV imaging cameras for inspecting transmission lines for corona discharge around EHV end-fittings on Non-Ceramic Insulators. This inspection is preformed from the ground at distances up to 300 feet. WAPA personnel have found the features and imaging quality of DayCor equipment to be superior to other brand equipment used, and currently has several DayCor UV imaging cameras in its inventory. This rationale for procuring only DayCor equipment is primarily due to the superior results WAPA receives from its usage. WAPA uses these DayCor cameras to monitor power system during the day in illuminated areas, providing a safer work environment while reducing WAPA's labor cost (double time). The DayCor UV imaging camera is the only UV camera on the market that meets WAPA's requirement of at least 2X UV zoom. These cameras provide 2X UV zoom that gives greater detail at greater distances, allowing aerial observers to capture substations in whole. These cameras help WAPA maintain the Bulk Electric System, and to meet the NERC maintenance compliance requirements. Additionally, the brand name only requirement takes in to consideration the limited resources available to train personnel on new equipment, and to hire new personnel skilled in using this equipment, which includes skills needed for the safe use of these cameras, process, software, and various functionality.
