Description
Contracting Office Address: US Army Corps of Engineers - Middle East District, P.O. Box 2250, Winchester, VA 22604-1450 SYNOPSIS: The U.S. Army Corps of Engineers (USACE) Middle East District (TAM) intends to solicit construction firms experienced in working in the Middle East region who are interested in submitting a Firm-Fixed-Price (FFP) offer for this project. TAM is anticipating a design-build project at Kuwait Naval Base (KNB), Kuwait. This project involves various construction, repairs, and upgrades to the ship lift and associated rail transfer yard at KNB, Kuwait. A FFP contract will be awarded to a prime design-build construction contractor. PROJECT SCOPE: The scope of the project includes the following primary elements: ship lift structural inspection and repairs, rail line replacement, wooden deck replacement, catwalk and railing replacement, utility system repairs and replacement, replacement and new capstan systems, construction of new vessel transfer carriages, storm-water management improvements, purchased equipment, and third-party certification of the completed ship lift and transfer yard systems. The project also includes several alternate components of work that may be awarded including sandblasting and painting the ship lift structure, repairs to the ship lift structure, replacement of the ship lift structure, replacement ship lift lower sheave housings, dry dock and transfer yard expansion, and fabrication of various boat carriages and cradles. The Contractor shall propose a plan to schedule and phase the work in such a way as to allow continued use of the site during construction to the maximum extent possible. This plan shall include a logical sequence and durations when areas will not be available for use for review and evaluation by TAM. •A. The anticipated period of performance is 700 calendar days. •B. The magnitude of the project is between $10,000,000 and $25,000,000. PROPOSAL PROCEDURES: The Request for Proposal (RFP) will be issued only to prime contractors. Copies will not be released to suppliers, subcontractors and plan rooms. The LPTA contracting method will be used to evaluate proposals. Evaluation criteria will be stated in the RFP. The Government may include options in the Letter RFP. This acquisition will result in a single-fixed price construction contract awarded based on LPTA determination. SUBMISSION REQUIREMENTS: Provide your experience as a Prime Contractor completing design and construction of various construction, repairs, and upgrades to ship lifts and associated rail transfer yards. List 2-5 projects that demonstrate your recent experience and ability to perform similar scope and size projects (preferably projects in Kuwait or the Middle East). Include project scope, location, magnitude, reference contact, and date completed or percent complete if still in progress. Similar projects should have a magnitude of at least $10-$25M and should have been performed within the past five years. Firms will be required to submit qualifications and letters of commitment for the following contractors, subcontractors, or consultants being proposed: ship lift structural inspector, project designer of record, ship lift repair contractor, and third-party inspection firm. Government evaluation of all qualification data will be utilized as part of the Best Value Trade-off (BVTO) evaluation method. PROPOSAL PERIOD: This notice is for market research purposes only and is not a request for proposal (RFP) nor does it restrict the Government as to the ultimate acquisition approach. The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.
