Description
NOTICE OF INTENT TO AWARD - SOLE SOURCE PROCUREMENT to Healthstream, Inc. SYNOPSIS: Market Research was conducted and the results verify that no other sources can meet the current Veteran's Health Administration's (VHA's) Resuscitation Education Initiative (REdI) requirements for American Heart Association (AHA) approved Basic Life Support (BLS) Parts 1, 2 and 3, Advance Cardiovascular Life Support (ACLS) Parts 1, 2 and 3, Acute Stroke and Rhythm Adult ECG user access training licenses to electronically access AHA educational content online and via the VHA's Talent Management System (TMS) using existing Laerdal Voice Assisted Manikin (VAM) systems. PROGRAM DESCRIPTION: The VHA has a requirement to procure American Heart Association (AHA) Basic Life Support (BLS), Advance Cardiovascular Life Support (ACLS), Acute Stroke and Rhythm Adult ECG licenses in support of the Resuscitation Education Initiative (REdI) Program. The REdI program has an ongoing requirement to provide initial and refresher emergency Cardiopulmonary Resuscitation training and certification across the VHA Provider System for medical staff and clinical professionals using approved AHA BLS or ACLS courses. VHA Directive 1177, updated and issued on 6 April 2017, mandates that only the AHA and Military Training Network courses are acceptable for BLS and ACLS certification. The licenses will be used to electronically access the current AHA educational content online and via the VHA's Talent Management System (TMS). Additionally the required licenses will support the current training on existing Laerdal Voice Assisted Manikin (VAM) systems. The licenses are required for accessing educational content designed to ensure medical personnel maintain the necessary certifications and skills to assess and treat patients. The North American Industry classification System (NAICS) Code is 511199 ‐ All Other Publishers. This requirement is to purchase the following items: 1. BLS Part 1 Licenses (Online Software Licenses), Quantity 150,000 2. BLS Part 2 and 3 Licenses (Online Software Licenses), Quantity 150,000 3. ACLS Part 1 Licenses (Online Software Licenses), Quantity 24,000 4. ACLS Part 2 and 3 Licenses (Online Software Licenses), Quantity 24,000 5. LEARN: Rhythm Adult (1421) ECG Licenses, Quantity 4,800 6. Acute Stroke Online License, Quantity 10,500 Name of Intended Contractor is Healthstream Inc., 209 10th Avenue South, Suite 450, Nashville, TN 37203. Healthstream currently manages a Learning Management System that interfaces with the VHA's TMS and has integrated the AHA BLS and ACLS licensed training with the Laerdal VAM systems in use across the VHA Enterprise. Healthstream is uniquely capable of delivering the current VHA REdI Program requirements within the project schedule. The contract will be issued on a sole source basis in accordance with 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302‐1: "Only one responsible source and no other supplies or services will satisfy agency requirements." PROJECTION: Estimated Acquisition Dollar Value: Approximately $7.2M It is anticipated that the contract type will be a single award IDIQ Firm Fixed Price (FFP) contract. Period of Performance: Base period of Six (6) months at contract award, with Two (2) Six‐month option periods, for a total of/up‐to Eighteen (18) months. RESPONSES REQUESTED: Contractors who believe they have the capability to meet the requirement shall submit an affirmative, written response not to exceed 10 pages, describing their capability of meeting the specific requirements outlined above. Responses should appear on company letterhead and include any applicable pricing data or information. All responses should include a point of contact, a telephone number, and an e‐mail address. Additionally, respondents should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women‐owned small business, HUBZone, service disabled veteran-owned small business, or User Guide for Help: Federal Service Desk Accessibility qualify as socially or economically disadvantaged and whether they are U.S. or foreign owned. Responses shall be furnished electronically to both of the contacts listed below, no later than 4:00 PM EST on 27 April 2017. DISCLAIMER: This notice does not constitute an Invitation for Bids (IFB) or a Request for Proposal (RFP) and is not a commitment by the U.S. Government to procure subject products. No funds are available to pay for preparation of responses to this notification. The Government will use any information received by the closing date of this notice to determine whether other sources are available and capable of satisfying this requirement.
