Description

The Department of Veterans Affairs, National Cemetery Administration intends to issue an Invitation for Bid (IFB) numbered VA786A-17-B-0048 entitled, Construction of New Public Restroom for Fort Sam Houston National Cemetery, San Antonio, TX 78209, on or about April 27, 2017, unless additional notice is given or this notice is modified or cancelled, the full solicitation, specifications and drawings will be posted on FedBizOpps (www.fbo.gov). The dollar magnitude is between $500,000, and $1,000,000.00 The NAICS is 236220 Commercial and Institutional Construction applies and the business size standard is $36.5 Million. The project will construct a new restroom building at Fort Sam National Cemetery in San Antonio, Texas. The contractor shall completely prepare for site construction operations, furnish labor and materials and perform work as required by the specifications and drawings including but not limited to general construction, site alterations, roads, walks, grading, drainage, irrigation landscaping, mechanical, plumbing, electrical work, utility systems, and necessary removal of existing construction. Removal of existing site elements; walk, curb and gutter, pavement, underground utilities and systems, irrigation, landscaping, etc. shall be accomplished in such a manner as to avoid destruction of elements to remain. The contractor shall be responsible for coordination with the local utility company for electrical power to the building. Restoration of disturbed areas and conditions shall be performed as part of the work to provide a complete and fully functional facility. This procurement is 100% Set-Aside for Service-Disabled Veteran Owned Small Business (SDVOSB) concerns. Only verified SDVOSB firms are eligible to submit an offer or receive an award of a VA contract that is set-aside for SDVOSB in accordance with VAAR Part 819. A non-verified vendor that submits a bid or proposal will be rejected as non-responsive. To be eligible for award, the SDVOSB must be considered small under the relevant NAICS code and must be registered and verified in the following websites: those desiring to receive an award from this solicitation must be registered at www.vetbiz.gov. Companies must have the Certified Veteran Enterprise (CVE) seal on their registration to be considered for an award. The VIP database will be checked both upon receipt of an offer and prior to award; firms must be currently registered in the System for Award Management (SAM) database at www.sam.gov and have completed online Representations and Certifications prior to contract award. Amendments to this pre-solicitation notice will not be mailed, but will be posted at the FedBizOpps website. Offerors are responsible for obtaining solicitation from FedBizOpps and acknowledging all amendments as required.
