- Background Veterans Integrated Service Network (VISN) 8 is the nation s largest system of hospitals and clinics servicing a population of more than 1.6 million Veterans in a vast 64,153 square mile area spread across 79 counties in Florida, South Georgia, Puerto Rico and the Caribbean islands. A national focus on access has significantly challenged both North Florida and VA Caribbean due to a variety of constraints that include growing patient demand, physical plant/space constraints and limited capacity in the local community for specialty services. Combined, the number of Veterans served by these two healthcare systems comprises 33% (198,000) of VISN 8 s budgetary workload; when combined, these systems comprise 30% ($1.5 Billion) of VISN 8 s total operating budget. Both systems have recurring operating deficit as recently demonstrated when the Network supplemented North Florida s budget by $47 Million and VA Caribbean s by $58 Million in Fiscal Year 2016. For the Network in general, the pressures of patient access, ageing infrastructure issues, and the inability to divest old models or programs strains limited resources. One of the new Network Director s priorities is to build a better business culture within the facilities by improving the technical execution of the budget, and creating systems to analyze the cost efficiencies of care delivery systems while simultaneously aligning resources along strategic priorities. Purpose The VA Sunshine Healthcare Network (VISN 8) requires strategic financial planning services and budget execution support for two of its major healthcare systems: the North Florida South Georgia Healthcare System and the VA Caribbean Healthcare System. The services shall be provided from a contractor who exudes capabilities defined in this Performance Work Statement (PWS). The goals for this contract require: An independent analysis of the current priorities, financial position (including utilized financial reports and tools), and workload forecasts of each facility, Implementation of a strategic planning process where leaders participate in business analysis, and by consensus develop a prioritization of resources for the organizations that ensures solvency in the future years, and Development of a governance structure and healthcare planning model, which will support and sustain annual strategic prioritization and financial allocation. C. objective/Service to be Provided The objective of this contract is to acquire independent consultants to provide assistance, structure and processes, and experience to improve business practices and financial strategic planning throughout the facilities. The long-term goal is for all VISN 8 facilities to be solvent in the future years while successfully performing the healthcare mission. The contractor shall provide the following services: Financial analysis and management Strategic and program planning management Operational and resource planning Administrative support Management and consulting services Analyses and reporting on programs and initiatives Performance assessment functions, including recommendations for continuous improvement
