- This is a Request For Information (RFI) notice only. This is not a request for proposal (RFP). It does not constitute a solicitation and shall not be construed as a commitment by the Government. Requests for a solicitation will not receive a response. Responses in any form are not offers and the Government is under no obligation to award a contract as a result of this announcement. No funds are available to pay for preparation of responses to this announcement. Any information submitted by respondents to this technical description is strictly voluntary. The purpose of this RFI is to obtain market research knowledge that will enable the Government to make appropriate decisions and to gain knowledge of potential qualified sources interested and capable of performing the work. United States Special Operations Command (USSOCOM) intends to solicit and negotiate solely with Northrup Grumman Xetron (NG-Xetron), 460 W. Crescentville Rd, Cincinnati, OH 45246 for RaptorX/Web applications and plug-ins required to integrate NG-Xetron unattended ground sensor systems (UGS), Scorpion and Spectre, into their upgraded data collection and dissemination architecture. A determination not to compete this proposed contract was made pursuant to the Federal Acquisition Regulation (FAR) 6.302-1, only one source is capable of satisfying the agency's requirements. This determination is based on the fact that NG-Xetron is the original equipment manufacturer (OEM) and sole provider of the Scorpion and Spectre UGS. The government contemplates award of contract for a 1 year period. This RFI notice is for informational purposes only. A determination by the government not to compete this action based upon responses is solely within the discretion of the government. This RFI notice is not a formal solicitation or request for competitive proposals. No solicitation document is available. No award will be made on the basis of quotations or offers received in response to this RFI notice. Interested parties may submit their interest and capabilities no later than Friday, April 18, 2017 2:00 p.m. Eastern Standard Time. NOTE: Do not submit proprietary information and/or trade secrets. Please be advised that all submissions become Government property and will not be returned. E-mail statements will be accepted but senders are responsible for ensuring the complete transmission and timely receipt.
