Award Page 1 of 9 PERFORMANCE WORK STATEMENT FOR EDUCATION ADVISOR FOR MINOT AFB BASE TRAINING AND EDUCATIONS SERVICES (BTES) MINOT AFB, NORTH DAKOTA Page 2 of 9 SECTION I. DESCRIPTION OF SERVICES 1.1. SCOPE OF WORK: Non-personal services in support of U.S. Air Force voluntary offduty education program to include providing academic advisement, information, and guidance plus preparation of documents associated with the services provided and administrative duties as assigned. Contractor shall furnish all labor and transportation necessary to provide this nonpersonal service. 1.2. SPECIAL QUALIFICATIONS: The Contractor shall ensure employees have a baccalaureate degree from a regionally accredited American college or university is required for contractor personnel in any of the following areas: Education, Social Work, Psychology or Sociology (other related fields may be considered if applicant pool is not sufficient). Master's degree and/or 15-30 semester hours in counseling, secondary education or a related discipline is preferred. Employees must be able to read, write and understand English fluently. Excellent verbal and written communication skills are essential. Appropriate related professional work or volunteer experience of at least one (1) year is desirable. Knowledge of and/or experience with AF terminology, office procedures, and education programs plus familiarity/ability to work with WINDOWS NT, Microsoft Word, PowerPoint, Excel and Access. 1.3. CONTRACTOR SPECIFIC TASKS: All tasks shall be accomplished in accordance with AFI-36-2649 and all other pertinent Air Force, Air Force Global Strike Command, DANTES and local command policies and publications. Contractor shall read AFI-36-2649 and will become thoroughly familiar with the CCAF Handbook and Counselors Guide, DANTES Examination Program Handbook (DEPH) as well as all on base schools and degree programs. 1.3.1. Advises active duty AF personnel on all programs available through voluntary off-duty education, the Community College of the Air Force (CCAF), Defense Activity for Non- Traditional Education Support (DANTES), AF Institute of Advanced Distributive Learning (AFIADL), officer accession programs and other educational support programs as required by the Chief of Education and Training. Keeps the section chief current on all program and catalog changes and advises affected students promptly. 1.3.2. Advises AF personnel of Professional Military Education (SNCOA, SOS, AFIT, ACSC, AWC) programs available for enlisted personnel and officers by correspondence, in residence or seminar format and assists them in registering for appropriate programs. 1.3.3. Provides information and required forms to prospective applicants of specialized AF programs to include (but not necessarily limited to): ELA, LEAD, SOAR, AFROTC/ASCP, and OTS. The contractor will assist applicants with determination of their grade point average (GPA) requirement according to specific program guidelines. 1.3.4. Provides information regarding Air Force tuition assistance, VA education benefits referrals, federal financial assistance programs, local scholarships, and Air Force Aid Society grants to all eligible personnel. Assists students with completion of all applicable forms/applications. Page 3 of 9 1.3.5. Refers students to the appropriate academic institution representative for registration and enrollment in courses or programs that pertain to their education goals. 1.3.6. Must become thoroughly familiar with the DANTES test program and advises students of DANTES tests that are applicable to their programs of study. Administers and interprets nontimed interest and placement tests as appropriate to the individual counseling process. 1.3.7. Must become thoroughly familiar with the DANTES and AFAIDL test programs and advise students of tests that are applicable to their programs of study. Administers and interprets tests as appropriate. 1.3.8. Assists AF students in changing education level codes by preparing appropriate correspondence, forms, and academic documentation required to update individual AF personnel records with their current educational status. After document verification by an ESC or designee, forwards information to the appropriate agency via mail, fax, or computer, as available. 1.3.9. Conducts follow-up activities (phone calls, mail-outs, emails) to ensure individual student educational objectives are being met. 1.3.10. Responsible for preparing all necessary correspondence and forms and maintains related records and logs required to support all aspects of job tasks. Also maintains statistical data as required by the BTES team leader and assists with reports and other administrative tasks as requested. 1.3.11. Advises on-base group(s) sponsoring CCAF graduation ceremonies. Provides ESO with detailed timeline of graduation-related activities at least 3 months in advance of graduation dates. Provides weekly updates via email up to the day of the ceremony. Performs administrative follow-up including thank you letters and an after-action report. 1.3.12. Maintains a by-name and date record showing advisement or counseling sessions conducted and submits to the BTES Team Leader at the Education Center, along with the invoice and a copy of the weekly timesheets, at the end of each month. 1.3.13. Uses the Air Force Automated Education Management System (AFAEMS) to maintain individual student records. 1.3.14. Helps out at the front desk with walk-in and phone customers as needed. 1.3.15. Assist with publishing the Education newsletter, updating the Education Opportunities brochure as needed, and maintaining the local BTES web site. 1.3.16. Assist the BTES with the necessary logistics (classrooms, material support, etc...) to conduct the on base seminars. Page 4 of 9 1.3.17. Assists with accounting spreadsheet entries, tracking metrics, publicity materials, survey collection and compilation, filing and other program-related administrative work as needed. SECTION II. SERVICE DELIVERY SUMMARY Section II, Service Delivery Summary does not apply to this requirement. SECTION III. GOVERNMENT-FURNISHED PROPERTY AND SERVICES 3.1. FACILITIES: The contractor is responsible for keeping the area in a clean and orderly condition. 3.2. EQUIPMENT: The government will provide all necessary equipment, supplies and materials to include workstations, computer (with internet access), telephone and other materials and equipment mutually agreed to fulfill the requirements of this contract. 3.3. SERVICES/UTILITIES: All reasonable quantities of utilities shall be made available to the contractor without cost. Any temporary connection of lines that may be required shall be installed, maintained and removed by the Contractor at the Contractor's expense. Temporary connection shall follow existing lines or the building line and shall be installed safely IAW standard commercial practices. SECTION IV. GENERAL INFORMATION 4.1. QUALITY ASSURANCE: The Contracting Officer Representative (CRO) is hereby designated as the BTES Team Leader. The CRO may observe the contractor or subcontractor at any time to assure that the tasks and services are being performed in accordance with established guidelines. 4.2. SAFETY: Contractor to comply with all Safety Regulations. The Contractor shall not require any worker to work under conditions that are unsanitary, hazardous, or dangerous to health or safety. Smoking at the facilities is permitted only in prescribed smoking areas as indicated by the CRO. 4.3. STORAGE/HANDLING OF MATERIAL: N/A 4.4. HOURS OF OPERATION AND HOLIDAYS 4.4.1. The government will determine the number of units (a pre-scheduled four hour block of time dedicated to providing the services identified in this Performance Work Statement) required each week and will notify the contractor with the intended schedule no later than 7 days prior to Page 5 of 9 the designated work unit. Normally a minimum of 20-40 hour units will be worked per week. Occasionally, at the request of the Base Training and Education Services (BTES) Team Leader /or designee, two units may be scheduled in the same workday (0730-1120 hrs and 1230-1630 hrs). It is estimated that five (5) units will be required per week and that each unit will require 4 hours. Units may be scheduled to cover the 1100-1300 designated lunch period, Monday through Friday. Exact days and times of services may be jointly determined by contractor and government in advance and may be modified by mutual agreement according to changing program needs. 4.4.2. Recognized Holidays: The contractor is not required to provide service, on the following days or when the office is closed or outside the normal work hours of 0700-1700 Monday - Friday: New Year's Day 1 January Martin Luther King's Birthday Third Monday in January President's Day Third Monday in February Memorial Day Last Monday in May Independence Day 4 July Labor Day First Monday in September Columbus Day Second Monday in October Veterans' Day 11 November Thanksgiving Day Fourth Thursday in November Christmas Day 25 December 4.4.3. Base Closures: Work is not required during base closures. 4.4.4. Performance of Services During Crisis Declared By the National Command Authority or Overseas Combatant Commander: According to Department of Defense Instruction (DoDI) 3020.37, Continuation of Essential DoD Contractor Services During a Crisis, and the Air Force implementation thereof, unless otherwise directed by an authorized Government representative, it is determined that Backup Education Advisor requirements under this PWS are not essential and do not need to be performed during a crisis. Page 6 of 9 4.5. SECURITY REQUIREMENTS 4.5.1. Physical Security: The contractor shall be responsible for safeguarding all government property provided for contractor use. At the close of each work period, government facilities, equipment, and materials shall be secured, and utilities turned off or set for conservation. 4.5.2. Base Passes: The contractor will be required to comply with all security and safety clearances that are enforced at Minot AFB. All contractor's personnel requiring access to Minot AFB, ND will be required to obtain base vehicle passes. 4.5.3. Vehicle Registration: All contractor vehicles must be permanently or temporarily registered with the State of North Dakota Motor Vehicle Department, per applicable State Law. 4.5.4. Security Training: The contractor ensures all contractor employees receive initial and recurring security education training from the sponsoring agencies security manager. Training must be conducted IAW DOD 5200.1-R, Information Security Program Regulation, and AFI 31- 401, "Information Security Program Management". Contractor personnel who work in Air Force controlled/restricted areas must be trained IAW AFI 31- 101, The Air Force Installation Security Program. 4.5.5 Key Control: The contractor shall establish and implement methods of making sure all keys issued to the contractor by the Government are not lost or misplaced and are not used by unauthorized persons. The contractor shall not duplicate any keys issued by the government. 4.6. CONTRACTOR PERSONNEL 4.6.1. Personnel: Contractor personnel shall present a neat appearance. 4.6.2. Weapons, Firearms, and Ammunition: Contractor employees are prohibited from possessing weapons, firearms, or ammunition, on themselves or within their Contractor-owned or privately owned vehicle while on Minot Air Force Base. 4.6.3. Employee Restrictions: The Government reserves the right, under this contract to restrict the employment of any employee, or prospective contractor employee, who is identified as a potential threat to the health, safety, or general well-being of operations mission of the installation and its population. Contractor Management and employees must conduct themselves in a professional manner at all times, in the performance of their assigned duties and responsibilities. 4.6.6. Mandatory Seatbelt Requirement: The use of seatbelts by all vehicle operators and passengers is mandatory on Minot AFB, ND, to include the operation of vehicles on Minot AFB Missile Sites. The first offense carries a mandatory ten-day driving suspension. The second offense has a 30-day driving suspension. The third offense and subsequent offenses, the driving suspension period will be determined by the 5th Mission Support Group Commander. 4.6.7. Cell Phone Usage: The use of cellular telephones while driving on Minot AFB without a hands-free device is prohibited. Page 7 of 9 4.6.8. Traffic Regulations: Contractor will abide by all traffic regulations outlined in the Air Force Regulation 31-206, for Minot AFB, as supplemented. Copies of these regulations and supplements are available for review at Base Pass and Registration, 15 Missile Avenue or Base Security Police Office, 330 Tanker Trail. Changes will be furnished to the contractor prior to enforcement. 4.8.
