SPECIAL NOTICE SYNOPSIS Contract Number: FA4610-15-C-0001_0001 Description: NOTICE OF INTENT TO AWARD SOLE SOURCE The 30th Contracting Squadron (30 CONS) at Vandenberg AFB, CA intends to extend the existing Interim Range Operations Support (iROS) contract, on a sole source basis, from 1 Aug 17, and potentially up to 30 Nov 18, to InDyne, Inc. (Reference FAR 6.302-1, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). The government contemplates the proposed extension to consist of one (1) 6-month base award (1 Aug 17 -31 Jan 18); 1 6-month option award (1 Feb 18 - 31 Jul 18); and, two (2) 2-month option awards (1 Aug 18 -30 Sep 18, and 1 Oct 18 -30 Nov 18, respectively). Currently, InDyne performs requirements for the Missile Defense Agency (MDA) SW Range operations under the 30 SW Interim Range Operations Support (iROS) contract, FA4610-15-C-0001. 30 CONS is working to award future MDA SW Range Support requirements under the 30 SW Launch Operations Support Contract (LOSC), which is currently solicited via Request for Proposal (RFP) number FA4610-15-R-0002. It is anticipated an award will be made during Nov/Dec 17 timeframe or sooner. InDyne has been tasked to reconfigure/upgrade MDA's Launch Control Center (LCC) in preparation for planned MDA Launch, which unfortunately will not be completed and tested by the time LOSC is awarded due to delays beyond their control. To accommodate a full transition of MDA's SW Range Support requirements, the eventual 30 SW LOSC contract will only include those requirements beginning from its second year period of performance. Additionally, InDyne performs an all-inclusive coordination of six (6) other contractors' activities within the MDA's LCC. Consequently, the government intends to extend the current iROS contract in order to ensure continued support of the MDA SW Range operations until full transition into the 30 SW LOSC. Due to the reconfiguration/upgrade to MDA's LCC, our national defense, and the need for uninterrupted service, the determination has been made it is in the Government's best interest to award a sole source contract extension to InDyne, Inc. The MDA support includes operations, maintenance, and sustainment services for the communication systems, and adherence to all aspects of Information Assurance (Systems Security); Maintenance support and security services for communications systems within the confines of the MDA facilities. Systems include, inside/outside plant cable systems, circuits, distribution facilities/equipment, operational voice systems, and other MDA Specialty notification and telemetry transport systems. Operations, Maintenance and Sustainment includes: preventive/corrective, scheduled/unscheduled maintenance, operations support, and information assurance (IA) services for the following systems: red/black Operational Voice System (OVS), CCTV, IRIG timing distribution, Missile Lift-Off (MLO), Status and Alert (S&A), communication battery backup systems, telemetry distribution, telephone, public address, and aural warning; which includes integration of new equipment, provide adds, moves, and changes to existing systems as necessary to support changing MDA requirements. Engineering support includes: reviewing projects for improvement, or modernization of existing systems, and making recommendations for integration of new systems into existing systems, to include assurance that launch support systems meet operational performance standards - reductions in system performance shall be reported to MDA's Vandenberg Operations Center (VOC). Maintenance Support and Security Services includes: monitoring and maintenance of security awareness of all construction, and maintenance activities occurring on MDA SSL-A/PL-1 restricted areas. Security services ensure proper access control and monitoring procedures are in accordance with 30 SW, AFSPC, USAF, and DoD directives. Security services also ensures construction and maintenance, personnel are properly badged, meet points at the restricted entry control areas, briefed on security standards, and are monitored within the restricted area for conformance with all applicable security policies and regulations. Mission assurance for the MDA necessitates no breaks in service. The loss of the iROS contract poses an immediate risk due to the unique operations and maintenance of MDA's critical mission systems. InDyne Inc.'s intimate knowledge of the systems, configuration, processes and procedures is critical to the success of MDA's mission. Therefore, 30 CONS intends to execute this action as a sole source to InDyne, Inc. which is the only company capable of adequately providing the Range Operations Support to MDA in a timely manner and without a break in service. The closing date and time for any responses to this proposed contract action is 27 APR 17 at 4:00PM (PST).
