Description
The United States Air Force, AFLCMC/Operational Contracting Division, Wright-Patterson AFB, Ohio 45433-5344. This is a Sole Source synopsis published for informational purposes only. This proposed action is for the procurement of an aerosol jet deposition system with an internal shutter. This equipment is necessary in order to deposit commercial and custom nanoparticle inks onto conformal surfaces. The internal shutter is essential due to the level of flow control needed to create the sizes and shapes of features for the devices to be created. This proposed procurement will be a Sole Source under North American Industry Classification System Code (NAICS) 334516: Analytical Laboratory Instrument Manufacturing. Business size standard for NAICS 334516 is 1,000. The proposed source is Integrated Deposition Solutions (IDS). This notice of intent is not a request for competitive quotations. However, all responsible sources or authorized distributors may submit a capability statement, proposal, quotation or exception to the intent to purchase on a sole source basis, which shall be considered by the Government if received by Friday, 14 April 2017 by 10:00 A.M. EST of this notice and meet all the following requirements: - Ink type: Polar or non-polar - Single line trace width: 20 to 200 microns - Print speed: 2 to 40 mm/s - Minimum aerosol flow rate: 4 cc/min - Ink cartridge configuration: Interchangeable - Shutter configuration: Internal - Working distance: 0.2 to 5 mm - Minimum unassisted run time: 8 hours - System retrofittable onto existing 6-axis gantry Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows: IDS provides the only device capable of satisfying all of the government's requirements due to the presence of an internal shutter. Other manufacturers are equipped with external shutters or do not provide solutions that fit the existing six-axis gantry. An aerosol jet with an internal shutter has the level of flow control needed to create the sizes and shapes of features for the devices to be created. One method to control the deposition width is by moving the aerosol jet tip closer to the substrate. An aerosol jet with an internal shutter can get 2mm closer to the substrate than an aerosol jet with an external shutter. In addition, the external shutter may also drag along the surface of the substrate, smearing the deposited pattern and lead to poor deposition and clogging of the system. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single DoD registration for contractors who conduct business or who are interested in conducting business with the DoD. Contractors must be registered in SAM prior to award for solicitations issued after 29 May 2012. You may contact SAM at 866-606-8220. Therefore, if this subject line is not included, the email may not get through the email filters. Also be advised that.zip or.exe files are not allowable attachments and may be deleted by the email filters at Wright-Patterson AFB. If sending attachments with email ensure only.pdf,.doc, or.xls documents are sent. The email filter may delete any other form of attachments.
