NAICS Code: 519130 Solicitation Number: VA-263-17-Q-0543 Notice Type: Sources Sought This is a Sources Sought only; it is not a request for quotations or offers. 52.215-3 -- Request for Information or Solicitation for Planning Purposes (Oct 1997) (a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation. (b) Although proposal and offeror are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal. (c) This solicitation is issued for the purpose of: conducting market research to identify potential sources for a potential procurement of a cyberFEDS Manager Advantage Subscription or equal as indicated below at the Omaha VA Health Care System located at 4101 Woolworth Ave Omaha, NE 68105. To assist interested parties, a brief/general description (not all inclusive) is provided below: Online tool geared toward Federal managers and supervisors that will provide up to date, practical, easy to understand guidance on a variety of Employee and Labor Relations (ER/LR) topics, such as: leave administration, discipline, developing defendable disciplinary actions, employee-management communications, grievances and appeals, Unfair Labor Practices, information requests, performance management, sick leave reduction, pay and benefits, and Workers Compensation, etc.   The product should serve not only as a reference where managers can quickly do their own research, but also as a training tool with prepared training presentations on a variety of ER/LR topics.   The product should provide consistent and effective guidance for managers facing common workplace challenges by highlighting best practices and proven management strategies.   The product must stay up to date with the most recent changes in federal civil service law, including case law, regulation, and policy and must be compliant with OPM regulations.   The product must enable managers and supervisors to receive additional training 24 hours per day, 365 days per year to include phone training and assistance with research. The product shall be customizable to ensure compliance with the AFGE Master Agreement and three local labor supplements. The product should provide a glossary so managers can learn and use the correct terminology for both oral and written communication. Access for the 178 Managers/Supervisors at the Omaha VA.
