- STATEMENT OF WORK Title of Project: Evaluation of an Expansion of Indian Health Services Rural Interdisciplinary Team Training (IHS-RITT) Program to Alaska Native Villages. Background: The Rural Interdisciplinary Team Training Program (RITT) is a longitudinal, multi-modal educational program which integrates state-of-the-art geriatrics into primary care practices to increase quality of care for the rural older Veteran. The goals of the program are to educate primary care providers and staff in common geriatric conditions, increase geriatrics team-based expertise in rural CBOC s, and incorporate team-based geriatrics knowledge and skills into CBOC providers practice. RITT is delivered on-site at the clinic by two experienced faculty trainers with an additional logistics and technical coordinator. The curriculum focuses on teamwork and on clinical care of common conditions in older Veterans, also known as Geriatric Syndromes. RITT is sponsored by the VA Employee Education System (EES), which accredits the program for 6.5 hours of continuing education (CME/CEU) for physicians, nurse practitioners, physician assistants, nurses, social workers, psychologists, pharmacists and other associated health team members. We have been asked by Veterans Affairs (VA) Tribal health liaison in Alaska and several of the Native Corporations to deliver this training to the 126 Native villages using telehealth modalities. This would require a substantial change in the curriculum and course delivery methods. To meet this request, we would develop and conduct a single test of the new curriculum in FY 2017 with plans to revise and expand the program in FY 2018. Scope of Work: The government requires expertise to conduct an evaluation of the pilot year of the program. The evaluation will include measurements of program objectives; impact on provider knowledge, skills, and attitudes, as it relates to care of elders; impact on provider and staff behavior; success of team s post-training action plans; impact on health outcomes of elders in the community; provider and staff satisfaction with training event; and integrity of program implementation across multiple settings and trainers. The evaluation plan will be mixed method and will involve qualitative methods (e.g., focus groups, key informant interviews) and quantitative methods (post-training satisfaction and knowledge questionnaires). Specifically, the contractor will: Deliverables Completed by 1 Review the current Indian Health Service Rural Interdisciplinary Team Training (RITT) curriculum for adaptation for delivery to Native Alaska villages. One month from the award date. 2 Identify areas which need to be changed and recommend new content. Two months from the award date. 3 Review and make recommendations regarding revisions of curriculum developed at Bronx GRECC. Three months from the award date. 4 Observe a RITT training on the Mainland before observing two Alaska RITT trainings. Five months from the award date. 5 Develop an evaluation instrument to assess the impact of the training session, including the (a) content, (b) modality, and (c) impact. This will be a mixed method qualitative/quantitative evaluation. Four (4) months from the award date. 6 Conduct a mixed method evaluation of the RITT training Seven (7) months from the award date. 7 Recommend common telecommunication platforms used by Alaska Native villages for possible RITT delivery. Nine (9) months from the award date. 8 Make recommendations in a written report for revisions to the program based on the evaluation of the pilot training program. Eleven (11) months from the award date. Place of Performance: Anchorage, Alaska Target Audience: Healthcare providers from a range of professions, social service providers, administrative staff, community health workers, and community health aides that provide care for American Indian and Alaska Native elders. General Requirements: The government requires specialized expertise in education and workforce evaluation of a program targeted to healthcare providers and others that serve older American Indian and Alaska Native elders. It is imperative that the vendor have a wealth of experience in multi-modal education/workforce evaluation design and implementation. The vendor must be knowledgeable about both quantitative and qualitative methods and the application of research findings to the implementation of quality services in education and workforce development. Furthermore, the vendor must be highly familiar with stakeholders and systems in Alaska, have worked with Native Americans/Alaskan Natives, and demonstrate an understanding of successful strategies to develop the healthcare workforce. Performance Period: Twelve (12) months starting from the award date Benefit to VA employees --- The purpose of this intensive educational program is to improve knowledge and skills in providing healthcare for older Veterans. The Indian Health Service RITT Program is part of the VA initiative to improve care, recruit and retain staff in rural areas, to deliver Patient-Centered Care, and meet VA strategic goals, as part of the Rural Provider and Staff Training Initiative. Additional Notes: No VA sensitive information will be used or transmitted in the conducting of this project.
