- This is a pre-solicitation notice for Department of Veterans Affairs, NCO 19, to obtain Water Testing Services for the Salt Lake City VA Medical Center s Renal Dialysis and Dental Departments. The services performed must meet the qualifications in accordance with (IAW) all applicable Department of Veterans Affairs regulations and policies. The contract start date is anticipated to be September 1, 2017 with a base year, 4 one year options, and one 6-month optional extension of services. The North American Industrial Classification System Code (NAICS) is 541380 with a size standard of $15M. The entire solicitation will be made available only on the Federal Business Opportunities website http://www.fbo.gov on or about April 17, 2017. No paper copies will be issued. The contractor s proposal shall include a price section and a technical section, and must conform to the instructions contained within each section. Each CLIN in the pricing proposal must be priced. To be eligible for contract award, offerors must be registered in the System for Award Management (SAM). This is a 100% Veteran Owned Small Business (VOSB) Set-Aside. All responsible SDVOSBs and VOSBs may submit a proposal to be considered. Additionally, the Government will not reimburse any interested parties for monies spent to provide a response to the subsequent solicitation notice. STATEMENT OF WORK (SOW) - Water Samples (Dialysis/Dental) The Salt Lake City Veterans Health Care System uses water testing to ensure that the local water being used by the Renal Dialysis/Dental Clinic to treat patients is safe to use in procedures. Both clinics follow established guidelines (clinical/EPA) for testing water on a frequent basis (monthly). This service is vital and must continue to receive testing of water for patient s treatment and overall health. Description The VA is required to monitor water and dialysate used in the Renal Dialysis and Dental Sections. The purpose of this testing is to avoid potential contamination of the water system which could result in the infection of patients on dialysis and patients seen in the dental section. The water system is specialized, but it is used in the dialysis machines which access patient s circulatory systems in order to accomplish the dialysis. A contamination of the water system would be catastrophic and infect those patients resulting in serious morbidity. A similar situation exists in the Dental Services section where patients undergoing oral surgery and other procedures would be seriously compromised with contaminated water. The following is a requirement of the Joint Commission: AAMI (Association for the Advancement of Medical Instrumentation) RD-52 states that dialysis be tested for bacteria and endotoxin monthly. The level of bacteria and endotoxin (LAL) that should be met is the same as that of the water system. Also, the EPA, APHA and the AWWA set standards for dental water lines. Also described in VA SLC policy 111.07 (available upon request). Scope The contractor shall provide tests in a timely manner (monthly) or STAT. Contractor shall also provide shipping (labels/boxes) and sample collection (containers) for water samples (to be kept cool for testing). Services-Supplies to be purchased Water Tests- Bio-Burden-120 qty LAL Kinetic Turbidimetric tests-144 qty Microbial tests-144 qty STAT-Bio-Burden-20 qty STAT- Kinetic Turbidimetric tests-20 qty STAT- Microbial tests-20 qty Sample collection bottles Shipping Labels for samples Shipping boxes/supplies SPECIFIC MANDATORY TASKS The service will include the Contractor providing laboratory testing to monitor water and dialysate in accordance with industry accepted procedures applicable to such laboratory services and pursuant to manufacturer standards. VA personnel will take samples of the water and dialysate periodically during the month and will refrigerate the samples immediately. Multiple samples may be taken at one time which will constitute a batch. Batch size may vary from month to month. The Contractor will conduct Bio-Burden tests on the samples to determine Heterotrophic Bacteria is present. This test is performed for the Dental section with approximately thirty (30) samples per quarter requiring testing. The Contractor will conduct LAL Kinetic Turbidimetric tests on samples provided by the Renal Dialysis department to determine the levels of endotoxins present. Approximately twelve (12) samples per month requiring testing to ensure the integrity of the osmotic water system. The Contractor will conduct Microbial tests on the samples to determine Bacterial and Pyrogen levels present. This test is performed for the Renal Dialysis section with approximately twelve (12) samples per month requiring testing. When a positive test is encountered, the Contractor shall contact the VA point of contact immediately so a STAT sample can be taken and delivered to the Contractor for immediate re-test for confirmation of the positive test result. Normal test results shall be reported to the VA within 48 hours. GOVERNMENT RESPONSIBILITIES VA personnel shall take samples of the water and dialysate periodically throughout the month and shall refrigerate the samples immediately. VA personnel shall be responsible for shipping/sending the samples to the laboratory. Estimated Period of Performance The period of performance will be one base year and four (4) one-year option years. The base year period of performance will be from September 1, 2017 - August 31, 2018. Each option year, should the Government exercise its right to extend the term of the contract, will begin on September 1st of the subsequent year. This contract will not extend beyond August 31, 2022. END OF STATEMENT OF WORK
