- Statement of Work FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66- Instruments and Laboratory Equipment SUBJECT: Purchase of Volume Pressure Actuator Syringe Pump Upgrade SOLICITATION NUMBER: SB1341-17-NOI-02351 RESPONSE DATE: 10 days after posting DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b) (1)(i), with DCI Corporation located at 982 North 675 West, North Salt Lake, Utah 84054 to purchase an upgrade from a single syringe system (32S-5-375-400-SS) to a dual syringe system (32D-5-375-400-SS) to NIST's existing Volume Pressure Actuator (VPA) Syringe Pump. The sole source justification is based on the following: The Materials Science and Engineering Division (MSED) of the National Institute of Standards and Technology (NIST) develops the measurement science, standards, technology, and data required to support the nation's need to design, develop, manufacture, and use materials. One of the projects the division is currently working on is an instrument for high shear rate rheoSANS, which simultaneously functions as an instrument for rheology and small angle (neutron) scattering. In support of this project, the division has been using a single cylinder Volume Pressure Actuator (VPA) Syringe Pump but is now requiring an upgrade to a dual cylinder pump to enable constantly high pressure fluxes as the two pumps work together, repeatedly trading off to provide a constant, infinite flow. This would therefore improve performance at the highest pressures and flow rates. This procurement will be issued on a sole source basis, because the instrument was originally manufactured and purchased from DCI Corporation and market research has shown that DCI Corp. is the sole company who can provide this upgrade to a dual syringe pump and instructions to NIST. Given these facts, DCI Corp. is the only source reasonably available to provide the required equipment and software. The resulting purchase order will be a Firm Fixed Price purchase order. The NAICS Code is 333911 with a size standard of 750 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 11:00 am EST 22 APRIL 2017, will be considered by the Government. A determination by the Government not to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
