Description
1. Notice of Intent To Award a Sole Source Contract Action The Defense Information Systems Agency (DISA)/Defense Information Technology Contracting Organization (DITCO)-Scott PL8313 Multiple Award Contract Section intends to award a non-competitive (i.e. sole source) contract to General Dynamics Information Technology. The cited authority for this action is 10 U.S.C. § 2304(c)(1), only one responsible source and no other supplies or services will satisfy agency requirements, (Federal Acqusition Regulation (FAR) 6.302-1/ Defense Federal Acquisition Regulation Supplement 206.302-1). The proposed contract action is a firm fixed price Indefinite Delivery Indefinite Quantity contract. The anticipated period of performance will be a 12-month base plus a 6-month option in accordance with FAR 52.217-8, Option to Extend Services. 2. Description of Service Enterprise Transport Management includes managed Local Area Network/Metropolitan Area Network/Wide Area Network Connectivity, Time Division Multiplexing (TDM) technology for long haul and point to point circuits. There are four classification levels of Transport Networks from Unclassified through Top Secret Special Compartmented Information. The Contractor shall operate, maintain, deploy, and manage an existing Government furnished network infrastructure. A majority of tasks shall be performed within designated Government facilities within a 100 mile radius of the Pentagon, the Mark Center, and established alternate site(s) internal to the National Capital Region (NCR). These include but are not limited to such sites as the Arlington National Cemetery, Fort Belvoir, VA, Fort Detrick MD, Fort McNair, Fort Myer, and Fort A.P. Hill. External sites the network currently extends to include but are not limited to Mechanicsburg, PA, Providence, RI, Charlottesville, and Warrenton, VA. The ETM requirement is currently organized into the following functional areas: • Enterprise Transport Management • Network Project Management & Installations Support • Joint Network Operations Security Center • Transport Operations & Maintenance • Enterprise Transport Network Configuration • Inside Plant/Outside Plant • Pentagon Primary Technical Control Facility and Pentagon Alternate Technical Control Facility • Voice over Internet Protocol /Voice over Secure Internet Protocol/ TDM Maintenance • Continuity of Operations & Information Technology (IT) Contingency Planning This effort supports the National Security Agency, Central Intelligence Agency, Defense Intelligence Agency, White House Communications Agency, Department of State, Department of Homeland Security, and United States Special Operations Command. 3. Reason for Exception to Fair Opportunity Transport services are an on-going service requirement and all IT users in the Pentagon and other closely-related DoD users in the NCR rely on these network services to perform their job. JSP and its stakeholders depend on the aforementioned services, including some mission essential tasks. The Government must ensure a lack of interruption for all IT and telecommunications users in the Pentagon and other critical DoD users in the NCR, to include the Joint Chiefs of Staff. Uninterrupted access is essential to conducting JSP IT Operations and any break in services would directly negatively impact the mission of the DoD by restricting the ability of Pentagon decision-makers to receive critical information and give time-sensitive orders. Multiple services must be kept available 24/7/365 such as Communications Security functions and Tier III support. The decision to restrict competition was made to allow time to prepare a competitive follow-on contract. GDIT is the only responsible and knowledgeable source that can provide the services in the timeframe needed without a break in service. 4. NAICS Code and Disclaimer The North American Industry Classification System (NAICS) code for this requirement is 541519 - Other Computer Related Services with the size standard of $27.5M. This notice of intent is not a request for proposals or quotes; however, all responsible sources may submit a capability statement, proposal, or quotation, which, if received within fifteen calendar days of publication of this notice, shall be considered by the agency. All responses must be submitted to the Government point of contact at the email address shown below. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
