Description
NOTICE OF INTENT TO AWARD NONCOMPETITIVE PROCUREMENT Requisition No.: 663-17-213-0011 Date of Notice: 4/13/2017 Contracting Officer: DIANA CURL Closing Date: 4/18/2017 This notice will appear for 8 days from above date. ****************************************************************************** Description of Supplies/Services: The Department of Veterans Affairs, Puget Sound VA Medical Center (PSVAMC), requires services, for or a Mosaiq radiation oncology Software Annual Maintenance and Service Support, all in support of direct cancer patient care. The estimated length of this contract will be a 1 base year with 4 option years. The Government intends to award this requirement noncompetitively to Eletka, Inc. IAW FAR 13.106-1(b) (1) (i). The authority for restricting competition on this procurement is under 41 U.S.C Code 1901, as implemented by FAR 13.106-1(b)(2) for acquisitions of commercial items pursuant to FAR Subpart 13.5. The Reference Vendor shall provide in accordance with all applicable federal, state, and local regulations, laws, and ordinances. Reference Vendor shall provide the Mosaiq Software Maintenance and Service to PSVAMC. Eletka is the only US vendor that can perform these software maintenance and service (with upgrades). VA requirements that all cancer medical facilities must use this Mosaiq Software. This vendor is the only company that possesses the qualified service engineers with the technical expertise for this specialized technical support and is the only vendor that has the production and distribution rights for the software and all upgrades in the United States. This is proprietary software. A delay in this service will have a direct, negative impact on Veteran patient cancer care. Based on this market research, the government s technical experts determined that Eletka is the only contractor that can meet the government s requirements. Due to the highly specialized nature of the services being acquired, Electra is the only contractor capable of providing the services described above without the Veteran s Health Administration experiencing substantial duplication of cost and unacceptable delays that could not be expected to be recovered through competition. Other interested concerns having the ability to furnish these services shall submit a capabilities statement to the Contracting Officer no later than the closing date of this announcement. All submissions will be evaluated to determine if competitive opportunities exist. This is NOT an RFQ. This does represent the Government s only written notice of this procurement. All responsible sources may submit a response which, if timely received, must be considered by the agency.
