- Statement of Work (SOW) Sources Sought - Warehouse Relocation and Consolidation SOURCES SOUGHT NOTICE "Warehouse Relocation and Consolidation" INTRODUCTORY PARAGRAPH This is a Sources Sought Notice. This is NOT a solicitation for proposals, proposal abstracts, or quotations. The purpose of this notice is to obtain market research information. The government's determination on how to compete the proposed requirement will be made based on responses to this notice and is at the sole discretion of the government. Your responses to the information requested will assist the Government in determining the appropriate acquisition method and possible small business set-aside. The NAICS code for this project is 484110. BACKGROUND The National Institute of Environmental Health Sciences (NIEHS), located in the Research Triangle Park, North Carolina is one of the 27 Institutes and Centers composing the National Institutes of Health. NIEHS will be relocating and consolidating warehouse staff, warehouse contents, and equipment from different warehouse locations. PURPOSE AND OBJECTIVES NIEHS will be relocating and consolidating contents and staff from different warehouse locations. This project is in conjunction with the completion of our new warehouse at Bldg. 110 warehouse at 105 TW Alexander Dr., RTP, NC 27709, lease termination of the 627 Distribution Dr. warehouse, Morrisville NC, 27560, and consolidation and relocation of our Bldg. 104 warehouse at 111 TW Alexander Dr., RTP, NC 27709. PROJECT REQUIREMENTS The Contractor shall: • Provide all labor, transportation, tools, materials, supervision, equipment or any other items which are necessary or appropriate to conduct the warehouse relocation and consolidation. • All moves shall occur over an eight-week schedule at the three different warehouses in four different phases. Activities may take place at multiple locations simultaneously, as well as partial moves at a single location. All activities will occur during regular business hours unless otherwise noted. Tentative start dates and times are pending on Bldg. 110 completion and start times for moves are identified per phases but are subject to change. • Contractor shall provide their own equipment at Bldg. 110 warehouse and Bldg. 104 warehouse as needed. All contractors operating their own equipment or NIEHS' equipment shall be certified forklift operators. Contractor shall provide plastic moving crates, computer bags, and color coded labels for moves. The Racks at 627 Distribution Dr. warehouse and Bldg. 104 warehouse are 12'H with varying aisle widths. Bldg. 110 warehouse has 24'H racks, the top shelf will be mounted below 22'H and aisle widths are 9'. ANTICIPATED PERIOD OF PERFORMANCE The anticipated period of performance (POP) for this requirement is eight (8) weeks beginning on June 30, 2017. INFORMATION SOUGHT Interested organizations are required to submit their capability statements via email to Frederick W. Rieger, frederick.rieger@nih.gov, and should not exceed ten (10) pages in length; not including a standard product brochure that clearly details the ability to perform the aspects of the notice described above and should be tailored to the "Project Requirements" as concise as possible. Each response should also include the following business information: a. DUNS number b. CAGE Code c. Organization Name d. Company Address e. Point of Contact (including name, title, addresses, telephone number, fax number and Email address) f. Business size g. Socio-economic status h. Teaming Agreements (if necessary) Standard product brochures will not be considered a sufficient response to this source sought synopsis. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. After a review of the responses received a Request for Quote (RFQ) may be published through Federal Business Opportunities. However, responses to this notice will not be considered adequate responses to a RFQ. Confidentiality: No proprietary, classified, confidential, or sensitive information should be included in your response. The Government reserves the right to use any non-proprietary technical information in any resultant solicitation(s). All information must be received no later than May 1, 2017 - 5:00 PM EST.
