13 April 2017 THIS IS A SOURCES SOUGHT SYNOPSIS ONLY. This is not a request for offers or proposals. This notice does not represent a commitment by the Government to issue a solicitation or award a contract. This is a market research tool being utilized to determine the availability and adequacy of potential Small Business sources with the capabilities and experience to perform the required work briefly outlined below. This announcement is seeking information regarding contractors who qualify as Small Business. The Government is not obligated to and will not pay for information received as a result of this announcement. Requests for a solicitation will not receive a response. The West Haven Veterans Administration Contracting Office is conducting market research and is seeking sources for Design/Build services for multiple construction requirements in support of a larger construction renovation of several historical structures. Brief description of requirements are provided below. No other information will be made available by the Government at this time. Due to the National Register "Listed" status of some buildings, all work must be performed by a contractor familiar with the performance and characteristics of historic wood window restoration, and be familiar with Technical Preservation Standards for work on historic buildings. The NAICS code for this procurement is 541310. The small Business Size Standard for the subject NAICS, is $7,500,000.00. Required work will take place at the West Haven VAMC, 950 Campbell Ave, West Haven, Connecticut. It will be the contractor's responsibility to provide all the management, supervision, labor, equipment and supplies necessary for completing the design and construction of this work. If you are interested in participating with this project, please provide a capabilities package which includes the following information. Duns and Bradstreet number List of 3 Design Build Projects completed within the last 5 years List of 5 projects completed for the US Federal Government completed within the last 5 years List of 5 projects showing the relationship between the SAME design firm and construction team Restoration experience working with historic wood windows A short statement regarding your business' expertise and experience on projects similar in scope and total project cost. List any significant subcontractors that will be a part of the Design/Build team. Indicate any and all applicable small business representation(s) (Small Business, 8(a), HUBZone Small Business, Service-Disabled Veteran-Owned Small Business, etc). Indicate if your business meets the small business size standard for NAICS 541310. Contact information. Your submission should be no longer than 30 pages. Responses are due by 2:00pm Eastern Daylight-Saving Time, 27 April 2017 A. PART I GENERAL (STATEMENT OF WORK) A1. This is a Design-Build project to support and accompany the construction efforts associated with the West Haven VA Fisher House Project. Additional components are required in order for the facility to bring the Fisher House Project to completion. These components are due to a combination of Fisher House specific needs, State Historic Preservation Office mitigated requirements, and displacement of existing site resources. The scope of this project shall include: Contractor shall design and install the FH project with a 150kVa natural gas fired generator. Contractor shall coordinate as necessary with the facility and the Fisher House contractor for material delivery and installation scheduling to best align with site work construction. Contractor shall size and install new gas main for the generator from either the existing facility main or the main located out in the street. Contractor shall be responsible for compliance with all paperwork and coordination with the City of West Haven (if needed). Contractor shall be responsible for designing and constructing concrete pad to support new generator. Supplied generator will need to be compatible with facility BAS system. Contractor shall include commissioning to integrate installed generator onto facility BAS network. Contractor shall design, supply, and install televised security system compatible with existing VA police systems. System shall include approximately 15 indoor/outdoor Security Cameras, main monitoring station, and connectivity capability to be remotely integrated to VA police systems. Existing Fisher House contractor will install back boxes and wiring to main monitoring location. Camera and monitor locations are depicted on the first and second floor security camera layout plan attached. Contractor shall design, supply, and install the following IT support equipment: 48 pair phone cabling from either building 12 or adjacent telecom manhole into new Fisher House building. Wiring shall be connected into system and all circuits tested (per VA standards found on the technical information library). Standard two post 48 U rack x 2 to be installed within the Fisher House. Single mode fiber from either building 12 or adjacent telecom manhole into new Fisher House building. Wiring shall be connected into system and tested. Coordinate with facility IRM and procure 110v commercial UPS for IT equipment. 2 subsurface conduit to FH for cable TV service provider. Contractor shall coordinate delivery and turnover of these materials to align with the facility and Fisher House construction schedule (preliminarily slated as projection completion for Winter 2017-18). Contractor shall design and construct turnaround in front of proposed Fisher House designated parking area. This turnaround shall minimally include: paving, curbing, sidewalk repairs/modifications, striping, and roadway markings/signage. Contractor shall provide a proposed schedule for this work as to minimally or not interfere with adjacent project and activities. Contractor shall design site plans, phasing schedule, and then remove trees, stumps, fix fencing, and grade out northern area of parcel with 6 of ¾ stone. This area is on the northern side of the VA Parcel (presently wooded and containing construction staging) adjacent to Terrace Avenue and approximately 21,000+/- square feet. This area is depicted on the site map below via a clouded circle around the location. Contractor design plans and specs followed by execution for restoring deteriorated casework, moldings, and wood building windows for buildings 5 and 9 (depicted on site map shown above) in accordance with SHPO terms and conditions. These windows shall either be repaired/restored in place or removed, temporary units installed, then originals restored and placed back in original location. Contractor shall follow all federal, state, and local regulations for abatement of lead/regulated materials discovered. There are approximately 24 windows on building 5 and approximately 31 windows on building 9 in need of restoration. Contractor shall coordinate with Simplex for designing, supplying, and installation of fire alarm wiring from building 12 to the new Fisher House, programming, and bringing the newly supplied Fisher House system fully online, functional, and integrated to the facility s main systems. Note that all points above may be split under separate phases or notices to proceed and can run concurrently or separate. Points of significant importance that shall be addressed first are as follows: Order of Importance (Phasing) Item # / Activity 1 #3 IT Support 2 #7 Fire Alarm 3 #2 Security System 4 #1 Generator 5 #4 Turnaround 6 #6 Window Restoration 7 #5 Clearing North side of parcel Contractor shall be responsible for all abatement documentation, permitting, paperwork, and compliance. Contractor shall work with facility on preparing and adhering to all Infectious Control Risk Assessments (ICRA s) and Interim Life Safety Measures (ILSM s). Contractor shall submit a safety plan minimally compatible with EM 385 and not be able to commence without approval of this and all regulatory/facility required safety/environmental documents. Contractor shall abide by all general requirements and measures of VA Master spec (TIL - http://www.cfm.va.gov/TIL/spec.asp#07).
