Description
The National Aeronautics and Space Administration Johnson Space Center (NASA/JSC) will conduct Industry Day for the Johnson Space Center Protective Services Contract (JSCPSC) II on Tuesday, April 25, 2017, at the ISS Conference Facility 1800 Space Park Drive in Nassau Bay, Texas. The Government will also provide One-on-One communication opportunities by holding individual 25-minute time blocks that will be scheduled from 1:00 pm - 5:00 pm CST on Tuesday April 25, 2017 and from 8:00 am to 5:00 pm CST on April 26 - April 28, 2017, as necessary. One-on-One sessions will not exceed 25 minutes in length and attendance is limited to two (2) representatives per Company/Team, per Contract. Scheduling of One-on-One appointment times will be on a first-come, first-serve basis. Contract Description: The JSCPSC II effort is anticipated to safeguard the people, property, operations and Classified National Security Information (CNSI) for two distinct areas and their associated facilities: Johnson Space Center (JSC), Ellington Field (EF), Sonny Carter Training Facility (SCTF) and El Paso Forward Operating Location (EPFOL). The other area consists of White Sands Test Facility (WSTF) and White Sands Complex (WSC). Support services to be acquired are as follows: • Security Operations • Program Security and NASA Critical Infrastructure (NCI) • Control, Issuance, and Storage of Arms, Ammunition, and Explosives (AA&E) • Armed Personnel Training, Certification, and Authority • Badging and Credentials (B&C) • Locksmith Services • Sensitive/Classified Waste Accountability • Support of Security Management Systems • Emergency Operations and Dispatch Support • Hurricane Preparedness & Hurricane Ride-Out (JSC only) Industry Day Description: The JSCPSC II Industry Day is open to firms interested in pursuing contracting opportunities on the JSCPSC II procurement regardless if they have previously performed work at JSC or at any other NASA facility. All interested parties are encouraged to participate in Industry Day. Attendance is neither required nor a prerequisite for proposal submission and will not be considered during the evaluation process of any subsequent request for proposal. The goals of the JSCPSC II Industry Day: 1. Provide industry an overview of the JSCPSC II requirements and the current way business is conducted. 2. Develop industry understanding of the Government's current vision and mission. 3. Promote competition and solicit feedback on the proposed acquisition. 4. Provide industry with the opportunity to communicate with the Government early enough in the procurement process to provide input into the development of the proposed JSCPSC II procurement plan (the Government intends to respond to all questions submitted in writing by posting questions and answers on a non-attributable basis to the JSCPSC II website: https://procurement.jsc.nasa.gov/jscpsc2/. One-on-One Meeting Description: To facilitate interactive communications with industry, NASA personnel will be available for private One-on-One Meetings. NASA/JSC will hold One-on-One Meetings with industry on Tuesday, April 25, 2017 up to Friday, April 28, 2017 to discuss the anticipated JSCPSC II procurement. The meetings will be held at predefined time blocks with those interested parties that request a One-on-One meeting when submitting a reservation request. NASA will schedule the One-on-One Meetings on a first-come-first-serve basis. The One-on-One Meetings are intended to be question and answer sessions in which neither side will be making a formal presentation; recording (including, but not limited to, photo, video, and audio-recording) devices are prohibited. The following topics may be discussed during the One-on-One Meeting: 1. The general purpose of the announced procurement; 2. Any information about JSC that NASA has already made accessible to the public or is otherwise being made available to all potential offerors; 3. Historical information about the general nature or scope of prior contracts whose requirements will be addressed in whole or in part under a follow-on procurement; 4. Information that describes the Federal procurement process as defined by the Federal Acquisition Regulation (FAR), NASA FAR Supplement (NFS), or other published procurement policy documents; and 5. Procurement-specific information already published, such as information contained in the acquisition forecast, draft Performance Work Statement (PWS), Data Requirement Deliverables (DRD) and per the Requirements Request for Information (RRFI) posting. Any postings concerning the JSCPSC II procurement may be accessed at the JSCPSC II website: https://procurement.jsc.nasa.gov/jscpsc2/. Questions regarding the subjects below will not be discussed: 1. Proprietary or confidential business information of incumbent contractor(s) or other business entities performing similar or ongoing efforts; 2. Privacy Act-protected information, such as incumbent contractor employees' personal data; 3. Trade Secrets Act-protected information; 4. Speculation on what the Government might be looking for in proposals; 5. Different technical and management approaches; 6. Technical Efficiencies; 7. Any particular Government Emphasis; and 8. Incumbents' performance. ATTENDANCE LIMITATIONS: The One-on-One Meeting attendees is strictly limited to two (2) persons per company. Any company may request a One-on-One meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. Meetings will not exceed 25 minutes in length.
