- CDRLS L-1 ESS-VI Techical Sample Task Fully Burdened Labor Rates L-5 Cost Summary Spreadsheet L-4 Contractor Performance Assessment Questionnair L-3 Past Performance Information Form L-2 Techical Sample Task Estimate Wage Determination Ventura County, CA Wage Determination Kern County, CA Surveillance Activity Checklist Attachment 1 - ESS-VI GFP 16-R-0029 RFP Solicitation The Naval Air Warfare Center Weapons Division (NAWCWD) China Lake, California is issuing a Request for Proposal (RFP) for Engineering Support Services (ESS). The Government is competitively after exclusion of sources and will be procured as a total Service-Disabled Veteran-Owned small business (SDVOSB) set-aside. The contract will be a Cost-Plus Fixed-Fee (CPFF) Level of Effort (LOE) and Cost type, Indefinite-Delivery Indefinite-Quantity (IDIQ) with an ordering period of five years. A synopsis of the Government's intent to release the RFP herein was posted on FedBizOps on February 28, 2017 under the same solicitation number. This requirement is a follow-on to a competitively awarded, non-performance based, non-personal services, Engineering Services Support contract N68936-15-D-0004 (NAICS 541330), which is currently being performed by Engility Corporation. This contract's ordering period is due to expire 30 December 2017. Information on this contract is available at http://foia.navair.navy.mil. The proposed contract will provide weapons systems effectiveness analysis, design adequacy studies and evaluations, test and evaluation support, general engineering and related documentation for all fleet support, weapons, and weapons related projects supported at NAWCWD China Lake and Point Mugu, California, attached activities, and other locations set forth in individual task orders as set forth within the Statement of Work. The Government respectfully requests all interested offerors submit questions no later than close of business April 27, 2017.
