Description
A Sources Sought Notice is a market research tool used to determine availability and adequacy of potential vendor sources prior to determining the method of acquisition. The intent of this Sources Sought synopsis is to identify vendors for a Firm-Fixed type contract for the procurement of One (1) Airway Clearance Vest. This requirement is in support of the Military Education and Training Campus (METC), located at Joint Base San Antonio (JBSA)-Fort Sam Houston (FSH) TX, and will be used in the Cardiopulmonary Technician Program. The METC Cardiopulmonary Technician Program is requesting a single Airway Clearance Vest to be used for training Air Force students per their program tasking and objectives. Airway Clearance Vest must enable students to clear mucus from patient airways, to prevent mucus plugging, improve respiratory gas exchange and prevent artificial airway intubation which leads to mechanical life support. Airway Clearance Vest must reduce infections associated with mechanical ventilation and attribute to the reduction of the cost of care resulting from reduced lengths of hospital stays. Airway Clearance Vest: must have the following SALIENT CHARACTERISTICS: • Must support "High Frequency Chest Wall Oscillation" (HFCWO). • Must support all populations - pediatrics through adults. • Must provide air pulse generator, large bore air tubing and both wrap and vest capability. • Must be capable of creating rapid fluctuations (5 Hz = 300 cycles to 25 Hz = 1500 cycles) in pressure (Pressure range 25 to 40 mmHg) to the chest wall to mobilize secretions (mucus) for expectoration. • Must provide inflatable, disposable wraps and vests to eliminate incidence of contamination between patients. • Must provide capability for utilization of in-line therapy with critically ill patients on mechanical ventilators. • Must meet physicians legal medical orders, must provide digital monitoring to target delivered high pressure, low pressure, pulse rate and ability to verify therapy effectiveness. • Must provide the ability of patient independence so therapy can be replicated at home or care facility. Upon review of industry response to this Sources Sought Notice, the Government will determine the most appropriate acquisition strategy that is in the Government's best interest. The Government intends to solicit and award a Firm-Fixed Price contract. The NAICS Code for this requirement is 339112, Surgical and Medical Instrument Manufacturing. The anticipated delivery date will be 30 days from the date of award. A response to this Sources Sought Notice will not be considered an adequate response to any forthcoming solicitation announcement. SUBMISSION REQUIREMENTS: It's imperative that business concerns responding to this Sources Sought Notice articulate their capabilities clearly and adequately. Interested vendors are requested to submit a brief capabilities statement (no more than 1 pages in length, single-spaced, 12-point font minimum) outlining vendor ability to provide the requested items. The capabilities statement documentation shall address, as a minimum, the following: 1) Written narrative of the company's technical expertise and capability, presented in sufficient detail for the Government to determine that the company possesses the necessary expertise to compete for this acquisition of an Airway Clearance Vest. 2) Company size in relation to the applicable North American Industry Classification System code (NAICS) 339112 and Commercial And Government Entity (CAGE) Code; 3) The socioeconomic status of the company, i.e., small business concern, 8(a) business, HUB Zone small business, small disadvantaged business, woman-owned small business, veteran owned small business, or service disabled veteran owned small business, and; 4) Point of Contact information to include name, email address, telephone and fax numbers.
