Description
REQUEST FOR INFORMATION NETWORK CONTRACTING OFFICE 9 Murfreesboro Tennessee For Sterile Processing Service (SPS) Equipment for the Nashville Veterans Hospital THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes it does not constitute a Request for Quote (RFQ) or a promise to issue a RFQ in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, the Veterans Administration is not at this time seeking proposals and will not accept unsolicited proposals. Respondees are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party s expense. Not responding to this RFI does not preclude participation in any future RFQ, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this potential requirement. The purpose of this Request for Information is to conduct market research to determine if responsible sources exist and if there are any businesses capable of providing the requirements. The proposed NAICS Code: 339112 Surgical and Medical Instrument Manufacturing (1000 employees) Small Business Size Standard. The Nashville VA Medical Center (NVAMC), in Nashville, Tennessee has a need for new Sterile Processing Unit. The requirement is for the following: REQUIREMENT: I.) Background: Currently the steam sterilizers, cart washer, and washer-disinfectors at Tennessee Valley health Care System (TVHS) Nashville, TN are repeatedly put out of service due to mechanical failures. One washer-disinfector has been deemed unrepairable by Biomed. One sterilizer has been put out of service until Biomed can complete repairs. All equipment is approaching life expectancy. Each time a piece of equipment is put out of service it adversely affects patient care by causing delays in instrument reprocessing. Operating Room procedures have been delayed and cancelled due to SPS being unable to reprocess instrumentation in a timely manner due to failing equipment. In order to construct the proposed improvements to the Sterile Processing Department without interruption of the sterile processing capacity of the healthcare facility, a temporary sterile processing unit has been procured and will be placed at the healthcare facility and will be operational before shut down of the existing sterile processing department for renovations. II.) SPS Equipment Requirements: A. Vendor will provide Steam Sterilizers meeting the following requirements: 1. Pre-vacuum pump and cooling system that ensures minimal water consumption. 2. Constructed with 100% stainless steel chamber, jacket, and piping 3. Clean-steam compatible 4. Ability to fit within current footprint of SPS/Space efficient 5. Ergonomic Transport cart and loading rack for each sterilizer 6. Vertical sliding doors 7. Each sterilizer has the ability to effectively sterilize a minimum of 12 standard instrument trays weighing 25 pounds each. 8. Productivity level should equal or exceed a minimum of 36 standard size trays sterilized per hour. 9. All-inclusive Maintenance and repair training for Biomedical staff 10. In-service training for all SPS staff on three separate shifts 11. Complete Installation of sterilizers 12. De-installation of current equipment 13. Real time tracking program compatible 14. Quiet operation to eliminate noise volume within SPS B. Vendor will provide two washer-disinfectors meeting the following requirements: 1. Oversized/long stainless steel chamber 2. Ability to fit within current footprint of SPS 3. Thermal disinfection of ability of A 3000 4. Ability to sense size of load and adjust water usage accordingly 5. Ability to wash up to 12 standard size instrument trays efficiently and effectively 6. Steam or electric heating compatible 7. Closed loop automation (Return conveyor compatible and available) 8. LED status monitor 9. Powered slide doors 10. Complete installation of equipment 11. De-installation of current equipment 12. Ergonomic Transport carts and racks 13. Vented exhaust 14. Rotary spray arms with soaking capability 15. Cool touch handles available 16. Customizable cycles to meet facility needs 17. Maintenance and repair training for Biomedical staff 18. In-service training for all SPS staff on three separate shifts 19. Efficient cycle times to help increase productivity level 20. Robotic instrumentation racks available C. Vendor will provide one cart washer meeting the following requirements: 1. Tilting floor and high output drying system 2. Guaranteed thermal disinfection of load 3. Glass doors 4. Water saving cycles 5. Ability to wash 2 case carts at one time 6. Ability to wash, thermally disinfect, and completely dry in 10 minutes or less 7. Ability to wash instrumentation, sterilization containers, instrument transport containers effectively and efficiently 8. Ability to fit within current footprint of SPS 9. Steam Heated 10. High temperature rinse 11. Features emergency stop and chamber illumination 12. Cool touch handles available 13. Maintenance and repair training for Biomedical staff 14. In-service training for all SPS staff on three separate shifts 15. Complete installation of equipment 16. De-installation of current equipment D. Vendor will provide two drying cabinets meeting the following requirements: 1. Pass-through configuration 2. See-through doors on each side of chamber 3. Fully insulated chamber 4. HEPA filtered air 5. Ability to effectively and efficiently dry flexible endoscopes including endoscope channels 6. Barcode reader for consistent data entry 7. Internal ID data storage 8. Ability to store a minimum of 8 endoscopes at a time 9. Traceable storage time per shelf E. Vendor will provide height adjustable processing sinks meeting the following requirements: 1. Triple basin 2. Deionized water compatible 3. Power adjustable height 4. 12 Backsplash 5. Ability to fit within footprint of SPS 6. Pre-rinse/Gooseneck faucets 7. Etched basin fill markings F. Vendor will provide two pass-through windows meeting the following requirements: 1. Allows ability to maintain negative air pressure in decontaminate room and 2. Complete installation of windows between decontamination and sterile prep areas as well as decontamination and Endoscope reprocessing area 3. De-installation of current window between decontamination and sterile prep areas G. Vendor will provide one ultrasonic cleaner meeting the following requirements: 1. Robotic instrumentation compatible 2. Irrigation system for cannulated instrumentation 3. Deionized water compatible 4. Smart fill water system for water conservation purposes 5. Single basin for wash/rinse 6. Floor model 7. Automatic detergent injection 8. Complete installation of equipment H. Ability to fit all equipment within current footprint of Sterile Processing Area I. Provide in-servicing for all SPS staff on use and maintenance J. Provide in-servicing for all Biomedical staff on maintenance and repairs K. Offer extended warranties on equipment Industry Discussions NCO 9 representatives will meet with potential offerors. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. A site visit will be held April 25, 2017 at 1000 AM CST at the Tennessee Valley Health System (TVHS) Nashville, TN.
