- RFI SHEET PWS REQUEST FOR INFORMATION DSCA-STR-STO 1.0 Description 1.1 The Defense Security Cooperation Agency (DSCA) in support of the Strategic Outreach Division (STR-STO) is seeking information media analysis/dissemination services that can provide DSCA an enhanced capability to track, report, analyze, evaluate, understand, and disseminate news information pertaining to DSCA or any aspect of Security Cooperation (SC) and Security Assistance (SA). This includes the capability to create and disseminate ad-hoc statistics and graphical breakdowns on any topic and the ability to track historical data to have an accurate baseline for analysis and reference purposes. 1.2 THIS IS A REQUEST FOR INFORMATION (RFI) ONLY. This RFI is issued solely for information and planning purposes. This RFI does not constitute a Request for Proposal (RFP) or a promise to issue an RFP in the future. This request for information does not commit the Government to contract for any supply or service whatsoever. Further, DSCA is not at this time seeking proposals and will not accept unsolicited proposals. Responders are advised that the U.S. Government will not pay for any information or administrative costs incurred in response to this RFI; all costs associated with responding to this RFI will be solely at the interested party's expense. Not responding to this RFI does not preclude participation in any future RFP, if any is issued. If a solicitation is released, it will be synopsized on the Federal Business Opportunities (FedBizOpps) website. It is the responsibility of the potential offerors to monitor these sites for additional information pertaining to this requirement. 2.0 Background: At present, news articles, updates, and information are disseminated internally on an ad hoc basis. Some employees receive news updates from a variety of news feeds or email distribution lists while others receive news updates only from email forwards or do not receive them at all. There is no established system or consistent approach in place for how this information is being captured, shared, and disseminated within DSCA. DSCA is therefore seeking to enhance how it tracks, reports, and disseminates news information pertaining to DSCA or any aspects of Security Cooperation and Security Assistance as previously mentioned (such as the DSCA leadership, Foreign Military Sales, etc..) to expand employee knowledge and awareness of this information. STR-STO would like to enhance DSCA's current media monitoring, analysis, evaluation, reporting, and communication capabilities with regards to news pertaining to DSCA, its leadership, Foreign Military Sales, and any other Security Cooperation related program activities to obtain a better understanding of how this information is being reported on, and ways we can impact how we are portrayed in the media. 3.0 Planned Production: Please refer to the attached Performance Work Statement (PWS) 4.0 Requested Information: Please refer to the attached RFI Sheet 4.0 Responses 4.1 Interested parties are requested to read the attached PWS and complete and return the attached RFI sheet. 4.2. Instructions for completion of RFI Sheet. a. For Items 1 - 17 indicate by marking in the "Yes" or "No" column whether your company can meet the desired capability. Whether you mark "Yes" or "No" you may enter your company's alternative capabilities, but definitely do so if marking "No". b. Enter your company's business size and all applicable socioeconomic classifications that apply to your company. c. Enter a price estimate. The price may be a ballpark estimate. This is not a request for quotation of proposal. No entered prices will be considered final and are requested for the purpose of market research, only. d. Indicate whether or not your company has a price catalog. If so, please provide a link or mail a copy to the address at 4.7, of this document. e. A soft copy attachment is provided for vendors' convenience. Should any of the preexisting language be altered, the preexisting version shall take precedence. 4.3. Email responses a. Any attachments in addition to the returned RFI Sheet shall be in pdf form and no larger than five (5) pages of the standard 8.5" X 11" size. b. The size limitation does not refer to any link for a pricing catalog. 4.4. Mailed or delivered responses a. Any additional brochures or informational packets shall be no larger than five (5) pages of the standard 8.5" X 11" size. b. The size limitation does not refer to any mailed or delivered pricing catalog. 4.5. Response Date and Time: Responses are due on 15 May 2017, no later than 1:00 pm EST. 4.6. Such discussions would only be intended to get further clarification of potential capability to meet the requirements, especially any development and certification risks. 6.0 Questions Questions regarding this announcement shall be submitted in writing by e-mail to the Contracting Officer, email address. Verbal questions will NOT be accepted. 7.0 Summary THIS IS A REQUEST FOR INFORMATION (RFI) ONLY to identify sources that can provide information media analysis/dissemination services that can provide DSCA an enhanced capability to track, report, analyze, evaluate, understand, and disseminate news information pertaining to DSCA or any aspect of Security Cooperation (SC) and Security Assistance (SA). DSCA has not made a commitment to procure any of the items discussed, and release of this RFI should not be construed as such a commitment or as authorization to incur cost for which reimbursement would be required or sought. All submissions become Government property and will not be returned.
