- Ballistic Helmets (High-cut) General Information Document Type: Presolicitation Notice Solicitation Number: FA461317R1007 Purchase Description: Ballistic Helmets (High-cut) NAICS Code: 339113 Description 90th Contracting Squadron (90CONS/PKB), F. E. Warren AFB, WY anticipates the release of a solicitation for a Firm-Fixed Price Indefinite-Delivery Indefinite-Quantity (IDIQ) four-year contract. This contract is to provide a streamlined means for the purchase of High Cut Ballistic Helmets for the 90th Security Forces Group. The 90th Contracting Squadron is issuing this solicitation in accordance with FAR Part 12, Acquisition of Commercial Item, & FAR Part 13, Simplified Acquisition Procedures. The North American Industrial Classification System (NAICS) code for this procurement is 339113 (Surgical Appliance and Supplies Manufacturing), with a business size standard of 750. This solicitation will be posted to the Federal Business Opportunities (FBO) web-site as Full and Open Competition after exclusion of sources. A complete solicitation package is scheduled to be released and made available only through the Government-Wide Point of Entry (GPE) at the FedBizOpps website at https://www.fbo.gov on or about 20 April 2017 with an anticipated closing date for proposals on or about 20 May 2017 at 2:00 p.m. Mountain Time. In accordance with Department of Defense (DoD) policy, all contractors must be registered in System for Award Management (SAM), https://www.sam.gov, to be eligible to receive an award. This solicitation will be available via internet only, meaning solicitation documents will not be available by any other means. All relevant solicitation documents will only be available on https://www.fbo.gov. To receive immediate notification of all changes posted electronically, vendors should click on "Register to Receive Notification." The Government intends to award a Firm-Fixed Price Indefinite-Delivery Indefinite-Quantity Contract resulting in one (1) base year and three (3) option years. The solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Circular (FAC) 2005-95 effective 19-Jan-17, Defense Federal Acquisition Regulation Supplement DPN 20161222 effective 22-Dec-16 and Air Force Federal Acquisition Regulation Supplement AFAC 2017-0127 effective 2/27/2017. The proposed contract action is for the BRAND NAME OR EQUAL to either ArmorSource AS-501 HC -OR- Ops-Core FAST XP (High-Cut) Ballistic Helmets that are compatible with the TCI Liberator III headset. Combination of brands is not allowed. The requirement will also include the following replacement parts: Chinstrap with nape pad; pad sets, exterior Velcro sets, rail systems and NVG Shroud Mount.
