Description
Dear Prospective Contractor: This Sources Sought Notice is the first stage of the forthcoming Request for Proposal (RFP) for a Design-Build Construction Contract for the Phase 5 expansion of the Florida National Cemetery in Bushnell, Florida. This notice serves as a Sources Sought. Project Description: VA has a requirement to expand the Florida National Cemetery in Bushnell, Florida by developing the remaining approximately 40 acres to accommodate approximately 50,350 gravesites, including pre-placed crypts, columbarium niches and in ground cremains, Honor Guard Building, Satellite Public Restroom, Committal Shelter repairs and upgrades, Cortege parking, Memorial Walls, roadways, parking areas, renovations to two Maintenance Complexes, infrastructure, physical security upgrades, GIS/GPS site integration, Facility Condition Assessment deficiency repairs, grading and drainage improvements, utility systems, site furnishings and signage, landscaping, water study, and irrigation upgrades. The project shall include an Early Turnover (ETO) phase, with associated site development requirements which must be completed and accepted for use within 365 calendar days from Construction NTP. The Florida National Cemetery expansion is planned as a Design Build acquisition for award in FY18. CFM will provide a requirements document consisting of program requirements, environmental and regulatory constraints, topographic and boundary survey, baseline geo-technical survey, performance schedule, and listing of applicable VA/NCA design guides, submission requirements, and planning criteria. The Design Build contract shall include a full complement of design services including the preparation of Master Plan, Schematic Design, Design Development and Construction Documents in addition to all permitting, construction, commissioning, and certifications. The approximate project duration will be 1,260 calendar days from the Notice to Proceed. The estimated magnitude for this project is between $20,000,000 and $50,000,000. The North American Industry Classification System (NAICS) of 237990, (Other Heavy and Civil Engineering Construction with the size standard of $36.5 Million. CFM intends to conduct this acquisition in accordance with Subpart 36.3, Two-Phase Design-Build Selection Procedures. Sources Sought Notice This Sources Sought will be used for market research to give Office of Construction and Facilities Management (CFM) the opportunity to engage with contractors to determine overall interest in the project, experience with cemetery design-build construction, capacity to successfully accomplish the work, and small business participation. This Sources Sought Notice is for market research purposes in accordance with Federal Acquisition Regulation (FAR) Part 10. It does not constitute a solicitation and is not to be considered as a commitment by the Government. All firms responding to this sources sought notice are advised that their response to this notice is not a request that will be considered for contract award. All interested parties will be required to respond to the resultant solicitation separately from their response to this sources sought. Firms interested in submitting their capabilities for this project, you must include the following information: (1) Company name, address, point of contact with phone number and e-mail address; (2) Business size determination and qualifying small business status; (3) Bonding capacity (from surety). Please limit responses to fifteen (15) pages. The Contractor capability statement shall include, but not be limited to: Design-Build Experience: Provide at least three projects demonstrating previous experience performing master planning and design-build projects (must be design-build examples) with a value of at least $20,000,000. Corporate Experience: Provide at least three projects in the past five years that demonstrate experience with National Cemetery design and construction experience; if no national cemetery experiences provide at least three projects similar to parks, golf courses that contains at minimum an administration building, maintenance building, public restrooms, roads, landscape and irrigation. Capability to perform: Provide a potential team composition for this type of design-build project and the major associated tasks and responsibilities for each team member to include integrated planning, design, construction, commissioning, and construction period services. Provide a list of current projects and how this project will be managed. Please provide/indicate the company s bonding limit per project, the company s aggregate bonding capacity and committed bonding for fiscal year 2018 (FY18) Please submit capability packages via email to: Crystal.Cole2@va.gov no later than May 5, 2017, by 3:00 pm EDT with the subject line title Florida National Cemetery and [Company Name]. CFM anticipates the solicitation will issue on or around June 2017, and will only post on the Federal Business Opportunities website (https://www.fbo.gov.) At this time, no solicitation exists, therefore, DO NOT REQUEST A SOLICITATION PACKAGE.
