Description
SUMMARY: This is a Request for Information/Sources Sought announcement only. This is not a solicitation announcement. Requests for a solicitation will not receive a response. The purpose of this announcement is to gain NCO 15 Consolidated Mail Outpatient Pharmacy (CMOP) Contracting is issuing this Request for Information (RFI) to locate potential sources to serve as a unit-of-use repacker/distributor of oral, solid pharmaceuticals generic pharmaceuticals. The contractor shall serve as a unit-of-use repacker for pharmaceuticals. The CMOP will purchase the products and arrange for delivery of such products to the contractor for repackaging. Potential repackers would need to be able to provide receipt, short-term warehousing, inventory management, repackaging and labeling, online ordering capability, and distribution of pharmaceutical products. PURPOSE: The NCO 15 CMOP Contracting is conducting market research to gain knowledge of potential qualified sources that can meet the requirements of the program. Offers are not being solicited at this time. The Government does not intend to award a contract on the basis of this request for information. Please answer all of the following questions: Is your company certified with the DEA for Class III (narcotic and non-narcotic), Class IV, and Class V controlled substances? Are your company s control, accounting, and repackaging procedures conforming to all applicable laws, regulations and requirements, especially relating to the FDA, DEA and cGMPs? The contractor shall have a minimum of two (2) years proven past experience, as a repacker, with a repacking volume of at least 17 Million bottles of oral solid pharmaceuticals per year? Does your company have the ability to repackage approximately 1.4 Million bottles of various pharmaceuticals each month? Does your company have the warehouse capacity to segregate VA owned pharmaceuticals from other non-VA stock? Does your company have a contingency plan which identifies the ability to provide uninterrupted support under emergency and/or contingency conditions? Does your company have an online ordering system and a robust manual ordering system? Can your company provide inventory management support and self -generated reports? This includes weekly and monthly yield, container, and stock status reports. If intending to subcontract or enter into any sort of partnering agreement, will your company be doing at least 50% of the work? What is the size of your company in relation to the size standard of $11M for North American Industry Classification System (NAICS) code 561910? (Small, Large, SDVOSB, VOSB, WOSB, etc) This is determined by taking the annual average gross revenue of the business concern for the last three fiscal years. Any responses to this RFI must include answers to all of the above questions in order to adequately assess the capabilities of the marketplace in relation to the requirements of this procurement.
