- Technology Maturity and Technology Readiness Levels Bailment Agreement RIID RFI Self-Assessment Table Request for Information (RFI) For Hand-Held Radioisotope Identification Detectors (RIID) Used in the Dismounted Reconnaissance Set, Kit, and Outfit (DR SKO) Increment 1 This is a Request for Information (RFI) Only. Department of Defense, Department of the Army, Joint Program Executive Office Chemical Biological Defense, Joint Project Manager for Nuclear, Biological and Chemical Contamination Avoidance (JPM NBC CA) and Joint Project Manager Guardian, Joint Project Leader for Radiological Nuclear Defense (JPL-RND) is issuing this RFI solely for information and planning purposes; it does not constitute a Request for Proposal (RFP) or a promise to issue an RFP. This RFI does not commit the Government to a contract for any supply or service. The US Government will not pay any cost incurred in response to this RFI. Not responding to this RFI does not preclude participating in future RFPs. 1. Background: The Dismounted Reconnaissance Set, Kit, and Outfit Increment 1 (DR SKO 1) includes an inexpensive Commercial-Off-The-Shelf (COTS) Hand-Held Radioisotope Identification Detector (RIID) that allows tasked personnel to presumptively identify radiological and nuclear hazards. To assess the current capabilities of similar COTS RIIDs, the JPL-RND, JPM NBC CA and the Defense Threat Reduction Agency (DTRA) will test Hand-Held RIIDs from June to November 2017 at no cost to the responding Offerors. Performance testing will be completed at Oak Ridge National Laboratory (ORNL) in Tennessee and a limited user assessment will be completed at the DTRA test facility in New Mexico. 2. Test Program: The tests will challenge the ability of the Offeror's RIID(s) to meet or exceed the requirements listed in the attached White Paper containing notional requirements for the DR SKO System Performance Specification (SPS). The program will consist of multiple phases. Progression through each phase depends on each RIID's performance in earlier phases. As a result, some RIIDs may not qualify for all phases. Scenarios will include: • Unshielded, shielded, masked and unmasked radioactive test sources • Static and dynamic testing • Operation at Respondent-specified temperature boundary testing • A military operator assessment Respondents may choose not to participate in the temperature trials. Upon conclusion of testing, JPL-RND will return the Offeror's RIID(s). Offerors will receive test results for their RIID(s) after ORNL and DTRA completes data analysis for all tested systems. 3. Submission criteria: This RFI seeks mature COTS RIIDs (Technology Readiness Level 9) with an energy resolution within the 5-8% range. Offerors may submit no more than two separate variants, but only if the following: 1) each variant possesses different detector materials or algorithms and 2) a separate submission is completed for each variant. Respondents shall provide the following information on each proposed RIID NLT 17 May 2017: • The Offeror name, address, Testing Point of Contact, email and telephone number. • NAICS Code • A brief description and development history of the RIID, to include the number of units sold as of the date of the submission • Calibration requirements, including recommended time between calibrations, ease of calibration and cost of calibration, if applicable. • The suggested per unit price of the system as commercially sold to include warranty cost and price breaks for quantity, if applicable. NOTE: Cost is a significant factor and may be used to eliminate a device from consideration for testing. • A completed copy of the attached self-assessment template To support the military operator assessment, Offerors will be required to provide a Safety Assessment Report (SAR) and a Health Hazard Assessment Report (HHAR). More information on these reports will be provided upon notification of acceptance. Following review of the RFI responses, the Government anticipates notifying the Respondent(s) if their RIID(s) has (have) been accepted no later than 31 May 2017. The selected Respondent(s) shall enter into a Bailment Agreement to temporarily transfer possession of the RIID(s) to the US Government. A sample Bailment Agreement is attached. Due to limited testing capacity, a team of Government representatives will evaluate the capabilities of each Respondent's design and readiness and will select which RIIDs will proceed to testing. The following criteria may be used, if required, to determine the RIIDs selected to participate in the testing: • Cost including unit price and warranty • Ability to meet the notional Dismounted Reconnaissance - Sets, Kits, and Outfits (DR SKO) Radioisotope Identification Detector (RIID) requirements in the attached white paper. • Calibration requirements, including recommended time between calibrations, ease of calibration and cost of calibration. Selected Respondent(s) shall ship two systems (designate one as "Primary") for each variant so they arrive at ORNL in Tennessee by 15 June 2017. Notification of shipment and tracking number shall be emailed as follows: forrestercd@ornl.gov;adam.d.sheir.civ@mail.mil; and diane.v.dei.civ@mail.mil. System(s) shipment should include Technical Manuals and/or Operating Instructions for each variant. Technical Manuals/Operating Instructions shall be emailed as follows: forrestercd@ornl.gov;adam.d.sheir.civ@mail.mil; and diane.v.dei.civ@mail.mil at the time the Respondent has been notified that the system(s) has been accepted. Offeror(s) shall NOT have an opportunity to witness testing or visit the facility. 4. Special Notices: JPL-RND and ORNL will use a third-party, known as Battelle, to test the systems. Any Offeror wishing to enter into a Non-Disclosure Agreement (NDA) with Battelle shall state so in their response to the RFI. The Government Contracting Office will coordinate the transfer of the NDA. JPL-RND and DTRA will use a third-party, known as Applied Research Associates (ARA), INC to test the systems. Any Offeror wishing to enter into a Non-Disclosure Agreement (NDA) with ARA shall state so in their response to the RFI. The Government Contracting Office will coordinate the transfer of the NDA. JPL-RND anticipates using Oak Ridge National Laboratory to conduct temperature boundary testing. This testing will be based on MIL-STD-810G Change 1, Part Two, Method 501.6, Procedures I and II, and Method 502.6 Procedures I and II. Respondents shall provide the information in paragraph (b) below with acceptable operational and storage temperature ranges. Chamber testing will only be conducted at the temperatures specified by the Offeror and is not intended to damage or degrade the RIID. JPL-RND may use their supporting contractors to review the RFI submission. NDAs are already in place for those contractors. Respondents are advised that the information submitted to the Government in response to the RFI may be released to non-Government personnel for review and analysis. (a) The Non-Government support will be provided by the following organization: Engility Patricio Enterprises Kalman and Company Tech62 Camber Tauri Group John Hopkins Applied Physics Laboratory (b) Respondents shall complete the paragraphs below: 1) I understand technical data submitted to the Government in response to this RFI may be released to Non-Government personnel as described in the paragraph above. I consent to the release of any proprietary, confidential or privileged commercial or financial data provided by the firm(s) named below in response to this RFI, to Non-Government personnel for review and analysis Firm: ________________ Name (individual authorized to commit firm): ______________ Title: ________________________________ Date of Execution: _______________________ 2) I understand that the RIID will be exposed to temperatures established by this RFI. Operational temperature testing is not intended to damage the RIID, when the exposed temperature does not go below ______________oF/o C and go above _______________________ oF/o C. The RIID may be stored at temperatures of _______________oF/o C. Following storage, the RIID shall be allowed to acclimatize to the operating temperatures listed above. Due to the availability of funding and test resources, the Government may at any time, cancel testing and return all systems to the Offerors. Any data recorded prior to cancellation will be provided to the Offeror.
