Description
Healthcare Aseptic Management Services (HAMS) is a critical program within the Department of Defense (DoD) and the Air Force Medical Service (AFMS), supporting this program provides for the aseptic cleaning and protection of all rooms and areas identified for coverage at a particular installation to maintain a level of asepsis commensurate with the use of the facility, rooms, and areas. This program also has provisions for distribution and inventory of linen and handling of Regulated Medical Waste (RMW) per the National Institute for Occupational Safety and Health (NIOSH). Aseptic housekeeping, collection and storage of RMW, and linen distribution constitute the enterprise-level Healthcare Aseptic Management Services requirement. These services currently support 58 United States Air Force (USAF) Medical Treatment Facilities (MTFs) throughout the Continental United States (CONUS) including Alaska. This lapse would put care for 3.5M beneficiaries at risk and remove the ability to refer specialty care for 58 MTFs across the Air Force. The HAMS I basic contract was awarded on 25 October 2012. The ordering period of the basic IDIQ is 1 January 2013 - 30 September 2017 and the performance period expires on 31 March 2018. The Task Orders were awarded on 6 February 2013; their performance period reflects a six-month base period and four one-year option periods (1 April 2013 - 30 September 2017). Contract numbers comprising the HAMS program include: FA8052-13-D-0001; FA8052-13-D-0002; FA8052-13-D-0004; FA8052-13-D-0005; FA8052-13-D-0006; FA8052-13-D-0007; FA8052-13-D-0008; FA8052-13-D-0009 773rd Enterprise Sourcing Squadron (ESS) located at Joint Base Lackland San Antonio, TX, intends to extend the current Firm Fixed-Price (FFP) HAMS contracts for six (6) months, under Federal Acquisition Regulation (FAR) Part 15 and Part 6 using other than full and open competition based on Authority 10 U.S.C. 2304(c)(1), as implemented by FAR 6.302-1(a)(2)(iii)(B). The United State Air Force (USAF) is in need of an extension in order to adequately complete the competitive follow-on source selection. Due to the limited time available before the end of the HAMS ordering period and the limited duration of the gap between the end of the current HAMS contracts and the award of the HAMS II contract, the Air Force intends to continue to obtain contract services with the seven HAMS contractors under the authority of Federal Acquisition Regulation (FAR) 6.302. Utilizing full and open competition to obtain these services would result in unacceptable delays in fulfilling the Air Force's requirement for Healthcare Aseptic Management Services and impair the Government's ability to transition to the HAMS II contract without disruption to the Air Force Medical Service mission. An interruption in service would be detrimental to the delivery of healthcare to all service members, active duty military, dependents, and retirees. The Air Force Surgeon General, through AFMSA, is responsible to ensure each MTF is free from infectious disease, air-borne pathogens, and exposure to human blood, and bodily fluids. Additionally, various levels of cleaning associated with HAMS are driven by the Association for the Healthcare Environment (AHE) and is required to maintain accreditation with The Joint Commission (TJC). Ultimately, without HAMS services, AF MTFs would cease to operate. This notice of intent is not a request for competitive proposals and no solicitation is available. Any interested responsible party that believes it is equally or otherwise uniquely capable of meeting the requirements described herein may submit a proposal (to include contact information, size status under NAICS 561720, DUNS Number, and CAGE Code). Supporting evidence must be furnished in sufficient detail to demonstrate the ability to fulfill this requirement, must clearly demonstrate that competition would be advantageous to the Government and would not create a break in service or degradation of performance quality. All responses must be provided in writing to the Lead Contract Specialist (LaShelle Rabold) with a copy to the Contract Specialist (Stacy Wilson) not later than 5:00 PM CST on 13 May 2017. A determination by the Government not to compete this proposed contract action is solely within the discretion of the Government. The Government will not be responsible for any costs incurred by responding to this notice. This notice in no way obligates the Government to award any modifications to the existing contracts.
