Description
NOTICE OF INTENT TO NEGOTIATE A SOLE-SOURCE CONTRACT This is a notice of intent to negotiate a sole-source contract pursuant to the authority of FAR 6.302-3(a)(2)(ii), which maintains essential seawater services and operations and maintenance services to be provided by an educational or other nonprofit institution or a federally funded research and development center and no other type of supplies or services will satisfy agency requirements. The Government intends to negotiate a contract with Oregon State University (OSU), for the National Oceanic and Atmospheric Administration (NOAA), National Marine Fisheries Service, Northwest Fisheries Science Center (NWFSC), Newport Research Station (NRS), located in Newport, Oregon who has a requirement for non-personal services in operations and maintenance associated with the following disciplines: •in seawater system operations, maintenance, and service •in facilities maintenance and collateral equipment maintenance •in all activities associated with mechanical, electrical, security, fire protection, oil-less compressed air equipment, building envelope and utility systems, including freshwater, seawater and glycol processing systems (i.e., sand and carbon filters, heat exchangers, valves, temperature control systems and pumps) in the buildings, on the dock and site •in janitorial services •In maintenance and repair of the utility distribution system within the buildings to include low voltage electricity, HVAC, and emergency power •In maintenance and repair of the water distribution system throughout the campus and within the buildings. FAR 6.302-3(a)(2)(ii) establishes the continued need for the Newport operations and maintenance as no other known entity can perform this function. OSU's established operations and maintenance on campus allows for efficiencies not capable from other contractors. OSU has a comprehensive understanding of the seawater system and the facility as a whole. These advantageous qualifications allow OSU to offer the required services in full at rates not possible from other sources lacking the established infrastructure on the OSU campus. Responses to this notice must be provided within fifteen (15) calendar days from the date of this notice. Vendors who believe they can meet this requirement are required to submit in writing an affirmative response demonstrating a comprehensive understanding of the requirement. All written responses must include a written narrative statement of capability, including detailed technical information demonstrating their ability to meet the requirement. The response must be sufficient to permit agency analysis to establish a bona fide capability to meet the requirement. Failure to submit such documentation will result in the Government proceeding as previously stated. A determination by the Government not to open the requirement to competition based upon responses to this notice is solely within the discretion of the Government. Affirmative written responses must be received no later than 4:00 P.M. local time, April 27, 2017.
