- Sources Sought for Shepherd's Bridge Construction This is a Sources Sought announcement only. This is not a Request for Proposal/Bid/Quotation and neither specifications, nor drawings are available at this time. This request does not obligate the Government in any contract award. The Government will not pay for the provision of any information, nor will it compensate any respondents for the development of such information. Response to this notice is strictly voluntary and will not affect any vendor's ability to submit a proposal if and when a solicitation is issued. The purpose of this synopsis is to survey the market and gain knowledge of potential interested contractors for completing the work effort relative for the Shepherd Street Bridge Replacement project located in Cumberland, Kentucky 40823; NAICS 237310, Highway, Street and Bridge Construction, Small Business Size Standard - $36.5 Million. Summary of the Scope of Work: The Corps of Engineers has need of a contract for The Shepherd Street Bridge Replacement project consisting of the following construction activities: demolition of the existing Shepherd Street bridge including roadway, abutments, and drainage structures; relocation of water lines, sewer lines, and fire hydrant; cutting back channel slopes adjacent to the new bridge abutments and placement of channel lining stone; construction of a new two lane bridge containing one 74 ft. long span of pre-stressed adjacent concrete box beams, concrete decking, end bents founded on H-piles, curbs, and sidewalk on the downstream side of the bridge; construction of new drainage structures; and asphalt pavement modifications to Main Street and Martin Street intersections to facilitate proper vertical alignments and drainage. This requirement is similar in nature to solicitation posted on IFB # W912P5-16-B-0002 in May 2016. The prior solicitation, scope of work, project drawings, etc. can be found in the archived documents on the Federal Business Opportunities website under this IFB number and/or at this link: https://www.fbo.gov/spg/USA/COE/DACA62/W912P5-16-B-0002/listing.html Interested contractors are encouraged to review the previous solicitation and its plans, drawings, etc. paying particular attention to any amendments, questions asked and answered, and any revisions to specifications for a full understanding of the magnitude of the requirement. Delivery time will be sequential and will be determined at the time of solicitation. Contractor will be required to provide Performance and Payment bonds. Liquidated Damages Clause will apply to any resultant contract. Official Solicitation is anticipated to be issued in 4rd Quarter of FY 2017. Results of this sources-sought announcement will be used, in part, to determine the size and make-up of the industrial base for this type of item and the feasibility of a small business or lower tier socio-economic set aside for this project and to determine if the Rule of 2 is met for any particular category of small business. All qualified contractors are encouraged to respond; lack of responses may jeopardize the project being set aside for small business. Contractor's response to this Sources Sought shall be limited to 8 pages and shall include the following information - 1. Contractor's name, address, point of contact, phone number, and e-mail address and website (if any). 2. Contractor's business size designation and socio-economic sector (e.g. Large, Small, 8(a), HUBZone, Service Disabled Veteran Owned, etc.). 3. Commercial and Government Entity (CAGE) Code and DUNS Number. If a member of a joint-venture or mentor-protégé agreement with the SBA, please provide information on both members of the JV. 4. Contractor's ability to perform at least 50% of the effort with its own personnel. (See Limitations of Subcontracting clause 52.219-14 for full text of requirement. Should a Small Business Set Aside acquisition be accomplished, this clause will be incorporated into the resultant contract and strictly enforced.) 5. Company's interest in bidding on the solicitation once it is issued. 6. Company's capability to meet the requirements including specific equipment and experience with the type of work (magnitude and complexity) of the work described in this sources sought announcement. Include a statement detailing any special qualifications and certifications, applicable to the scope of this project, held by your firm and/or in-house personnel. If a member of a joint venture, the respondent should include relevant information from both members of the joint venture. 7. A statement or list of your firm's current or past technical experience (within the past five years) to include current Fabrication/Facility certifications required by the scope, which are similar or the same as the summary scope of work and magnitude. Include a brief description of the project, customer name, timelines of performance, customer satisfaction, and dollar value of project. If a member of a joint venture, the respondent(s) should include relevant information from both members of the JV. 8. A statement on your firm's bonding capacity, both aggregate and single contract. Your response to this Sources Sought notice must be received by 1:00 PM CST on April 24, 2017.
