- T he Marine Corps Systems Command (MCSC) intends to award a sole source bridge contract to Impact Resources Technologies, Inc. with a 5 month base period of performance, from 30 August 2017 through 29 January 2018, and three 1-month option periods providing a total of 8 months of additional support if all options are exercised in order to maintain mission critical Post Deployment System Support (PDSS) for the Marine Air Ground Task Force Logistics Support Systems (MLS2). The proposed contracting action is to procure non-personal support services to provide contractor support in meeting mission critical requirements for the Marine Corps Systems Command, Global Combat Support System, Marine Corps (GCSS-MC) Program. Support services are needed to manage the PDSS for the MLS2. MLS2 consists of two web-based applications: Common Logistics Command and Control System (CLC2S) and Transportation Capacity Planning Tool (TCPT). CLC2S provides near real-time asset visibility, asset management capabilities, decision support tool sets, and integrated request management in a distributed, mobile environment. The CLC2S application is fielded at seven locations around the world and is in the Operations and Support phase of its life cycle and requires IT support services to meet its day-to-day mission requirements. TCPT provides a near real-time "digital dashboard" view of transportation assets for the Logistics Command Element (LCE) Commander. TCPT aids with planning, tracking, management, and execution of transportation centric missions. The TCPT application is fielded at two enterprise locations and is in the Operations and Support phase of its life cycle and requires IT support services to meet its day-to-day mission requirements. The Marine Corps has a continuing requirement to provide technical support for MLS2 and the GCSS-MC is currently soliciting a competitive, five year follow-on contract to provide project management, system administration, software development, cyber security and on-site Field Service Representative support. Impact Resources Technologies, Inc. is the incumbent contractor. Support services provided under the current contract will end on 29 August 2017. A short-term sole source contract with the incumbent is necessary because award to any other source would create unacceptable delays in fulfilling the Marine Corps' requirement for support until such time as a follow-on competitively awarded contract may be put in place. Current support for MLS2 cannot be interrupted without causing unacceptable delays in services and degrading mission capability. Marine Corps Systems Command has issued solicitation #M67854-17-R-7601 for the competitive follow-on effort which was posted to FEDBIZOPPS on 27.
