- Document Number : SP-133E-17-RF- SpectrumReallocationStudy Notice Type : Request for Information (RFI)/Sources Sought Response Date : May 1, 2017, 3:00pm ET Classification Code : R NAICS Code : 541330 – Engineering Services Synopsis National Environmental Satellite, Data, and Information Service (NESDIS) has a new requirement for a potential Radio Frequency Spectrum conflict with commercial mobile telecommunication companies in the GOES down link frequencies. The National Telecommunications and Information Administration (NTIA), the Federal Communication Commission (FCC) and the Office of Management and Budget (OMB) are reviewing a technical package prepared by NESDIS requesting funding to conduct Radio Frequency engineering studies and other specialized studies. This request is issued for the purpose of exchanging information to improve the Government’s understanding of industry capabilities. The Request for Information will enable potential offerors to determine whether, or how, they could satisfy the Government's requirements at a reasonable price. THERE IS NO SOLICITATION AT THIS TIME. This request for capability information does not constitute a request for proposals; submission of any information in response to this market survey is purely voluntary; the government assumes no financial responsibility for any costs incurred. For purposes of determining Small Business size standard status, the North American Industry Classification System (NAICS) code for this requirement is 541330, Engineering Services, and the Small Business Size Standard is $15M. Requirement Description The National Environmental Satellite Data and Information Systems (NESDIS) requires an engineering study which will enable DOC/NOAA to more clearly understand the full details associated with the meteorological use of the 1675-1695 MHz band. The primary objectives of the engineering study are to perform analysis on numerous aspects of a potential spectrum sharing environment not only between the DOC/NOAA and wireless carriers, but also between the wireless carriers and a sample of other federal and nonfederal entities that utilize the band as well. Specifically, these studies will establish a user/customer data flow and user needs baseline. This will ultimately aid in attempting to quantify the impact of potential Radio Frequency Interference to end users resulting from a loss of data if that is determined to be an issue as a result of the study. Analysis will also be performed to determine Interference Protection Criteria (IPC) if necessary as well as protection zones around NOAA sites. Radio Frequency Interference monitoring and mitigation techniques will be examined for suitability for this particular issue. Alternative architectures will also be examined for implementation on future space and ground based assets, e.g., GOES-Next. There are 10 tasks identified as being necessary to successfully complete the study and provide an accurate assessment of the potential for impact as a result of spectrum sharing in the 1675 – 1680 MHz band. 1. Identify spacecraft to end user (both federal and nonfederal) data flows and user needs. 2. Analysis of potential interference to users 3. Identification of alternative architectures 4. Developing the cost of alternative architectures 5. Alternative communication techniques for satellite downlinks 6. Detailed survey of receiving equipment 7. Determine the requirements and methods for protecting both the legacy GOES and GOES-R downlinks, i.e., SD, MDL, GRB. 8. Anomalous propagation interference to critical NOAA stations 9. Interference thresholds for GOES-R receivers 10. Perform a radio frequency interference monitoring analysis for the 16775 – 1680 MHz band. Request for Information Response Instructions If your organization has the potential capacity to perform these contract services, please provide the following information: 1) Organization name, address, email address, Web site address, telephone number, and size and type of ownership for the organization; 2) Tailored capability statements addressing the particulars of this effort, with appropriate documentation supporting claims of organizational and staff capability. If significant subcontracting or teaming is anticipated in order to deliver technical capability, organizations should address the administrative and management structure of such arrangements; 3) Previous contracts of similar size and scope; and 4) Provide information on any current GWAC, including products and services offered. [Note: In accordance with FAR 10.001(b), agencies should not request potential sources to submit more than the minimum information necessary.] The government will evaluate market information to ascertain potential market capacity to 1) provide services consistent in scope and scale with those described in this notice and otherwise anticipated; 2) secure and apply the full range of corporate financial, human capital, and technical resources required to successfully perform similar requirements; 3) implement a successful project management plan that includes: compliance with tight program schedules; cost containment; meeting and tracking performance; hiring and retention of key personnel and risk mitigation; and 4) provide services under a performance based service acquisition contract.
