FOR INFORMATION PURPOSES ONLY SOURCES SOUGHT ANNOUNCEMENT ISSUED 4/14/2017, CLOSES ON 4/26/2017 THIS IS A SOURCES SOUGHT NOTICE AND SHOULD NOT BE CONSTRUED AS A SOLICITATION ANNOUNCEMENT. THE SUBMISSION OF THIS INFORMATION IS FOR PLANNING PURPOSES ONLY. IT IS NOT TO BE CONSTRUED AS A COMMITMENT BY THE GOVERNMENT TO PROCURE ANY SERVICES, NOR DOES THE MIDDLE EAST DISTRICT INTEND TO AWARD A CONTRACT ON THE BASIS OF THIS REQUEST FOR INFORMATION OR OTHERWISE PAY FOR THE INFORMATION SOLICITED. The purpose of this notice is to gain knowledge of potential qualified business concerns, both US and Foreign, capable of performing Commercial and Institutional Building Construction in Saudi Arabia. As the work will be performed outside of the continental U.S., no set asides or socioeconomic preference of any sort will be granted. This effort is classified through the North American Industry Classification System (NAICS) under 236220 Commercial and Institutional Building Construction. It is anticipated that a pre-solicitation announcement will be published in the Federal Business Opportunities later in 2017. The Government is anticipating acquiring this using a Two-Step Sealed Bidding process as defined under Federal Acquisition Regulation (FAR) Subpart 14.5. The contract will consist of multiple Contract Line Item Numbers (CLINS), which are Firm Fixed Price, which may include additional options. The estimated magnitude of construction is between $25,000,000 and $100,000,000. The United States Army Corps of Engineers has an upcoming full and open solicitation using a 100% designed tendering package to provide the necessary facilities and infrastructure to support the Royal Saudi Naval Forces in their purchase of rotary wing aircraft. The facilities and infrastructure improvements will be on an existing airfield in the Jubail, KSA area. The scope of the work includes a 12 space Maintenance Hangar with back shops, Ground Support Equipment facility, Squadron Operations facility, Ready Alert Quarters, Corrosion Control Facility, Gate Houses (3) and associated fencing, Aircraft Fuel Pump and Storage demolition and reconstruction, Rotary Wing Wash Rack, Rotary Wing Rinse Rack, Paint and Flammable Storage building, Ammunition Storage Magazine for long term storage, Ammunition Storage Magazine for short term storage. Pavements to include Taxiways (approximately 66,000 square meters), Aprons (approximately 49,000 square meters), Compass Rose, Arm/De-arm Pad, Pavement demolition and the associated airfield lighting to accommodate these increased pavement areas. The scope of work also includes the infrastructure improvements to the existing sanitary system, domestic water supply system, fire protection systems (fire water holding tanks, and pump house), storm drainage, roadways and parking with lighting and sunshades, earth work, fencing and gates, communications system, landscaping. These infrastructure improvements to be completed in the necessary areas of the new facilities and infrastructure. Also in this scope of work is the upgrade of the base power system from 13.8 KV to 34.5 KV for the new facilities, the 34.5 KV upgrades consists of just the installation of the new 34.5 KV cabling and required compact sub stations for the new facilities. The new 34.5 KV switch gear building and gear will be done under a separate tendering package. The existing facilities 34.5 KV upgrades will be done at a later date by others RESPONSE REQUIREMENTS: Interested companies are invited to submit a Statement of Capability (SOC). The SOC must identify (a) at least two (2) contracts (including current point of contact information) in which the interested company served as either the prime contractor or a subcontractor (performing a substantial portion of the work described above) performing construction in Saudi Arabia or other Gulf Council Countries; (b) years of company experience in performing construction in Saudi Arabia or other Gulf Council Countries; (c) Licensing to do construction in Saudi Arabia or other Gulf Council Countries; and (d) Provide a statement of your firm's ability to obtain surety guarantee. The SOC must contain a cover letter including the company name, address, point of contact, telephone, E-mail address, and business classification. The SOC must be submitted in writing and no more than 10 (ten) pages. Responses must be received no later than 26 April 2017, 4:00 p.m. Eastern Standard Time. Submission may be made by mail, e-mail, or facsimile. If email response is submitted, the subject line must read "W912ER-17-B-0001 Sources Sought."
