Description
List of Equipment The National Institute of Standards and Technology (NIST) seeks information on commercial vendors that can provide maintenance and urgent repair contract for 11 JEOL instruments located at both the Gaithersburg, MD and Boulder, CO sites. NIST has a requirement maintenance and urgent repair service for 11 JEOL. After results of this market research are obtained and analyzed, and specifications developed, NIST may conduct a competitive procurement and subsequently award a Purchase Order for a Maintenance and Repair contract. If at least two qualified small businesses are identified during this market research stage, then any competitive procurement that resulted would be conducted as a small business set-aside. A listing of the equipment intended for service is attached to this notice. The listed equipment are complex instruments that require routine maintenance and calibration to continuously meet the manufacturer's specifications. In addition, these instruments occasionally require emergency service to repair faults, failures, and sudden degradation in the performance envelope of the instrument. The Contractor shall guarantee the full system performance of these instruments, including third-party accessories, if these components have been purchased through them and are covered under the Contractor's Warranty or Service Contract. Service and maintenance shall include unlimited emergency visits during regular business hours in addition to scheduled preventive maintenance visits for one year, unless stipulated otherwise. Covered expenses shall include all parts, labor, travel, and per diem. The Contractor shall repair/replace all parts (i.e., hardware, software, accessory components/systems) required for the operation of the systems listed above. REQUIREMENTS: JEOL equipment is proprietary in nature due to specialized maintenance knowledge and proprietary parts, available only through the OEM. Any company wishing to respond to this notice must submit their capability of meeting the needs of this requirement, to include: -Demonstration that approved/certified (OEM) service technicians will be used for all maintenance and/or repair service calls. -Demonstration that approved/certified (OEM) parts will be used during all maintenance and/or repair service calls. TASKS The contractor shall perform replacement of defective components wherever necessary as part of the contract except for consumables. The Contractor shall not be held responsible for fulfilling the terms of this contract for those components that have been damaged through abuse, misuse or accident by NIST personnel. The Contractor shall provide all support for project oversight, equipment, administration and technical execution of this contract. The Contractor is responsible for maintaining accurate records of project activities. The Contractor shall perform the following tasks for the JEOL instruments and accessories described in Section II of this SOW: Preventive Maintenance a.Provide two (2) preventive maintenance visits during each one year term of the service agreement. b.Perform replacement of electron gun, for field emission systems, as needed as a function of gun lifetime under regular operating conditions. c.Scheduling of the visits shall be consistent with the maintenance requirements of the instrument as detailed in the service and use manuals for the equipment. d.Preventive maintenance visits shall occur during NIST's regular business hours as specified in this SOW. The NIST Technical Contact (TC) shall contact the Contractor to schedule a mutually acceptable date and time for the preventive maintenance visits. The scheduled maintenance visits may be made at the same time as an unscheduled visit for corrective or other action if such a visit occurs within one month before a scheduled preventive maintenance visit. All visits must be scheduled, in advance with the NIST Technical Contact. System Enhancements a.Install all commercial software upgrades for the purposes of instrument optimization not later than 60 days after any such upgrade is released. The software upgrades for the instrument in this requirement shall be free for the life of the instrument, unless a hardware upgrade is required. b.Prior to completion of the installation, the Contractor shall test the equipment, review the equipment's performance, and take whatever steps are necessary to ensure the equipment is functioning in accordance with the manufacturers' specifications. Service Calls a.The contractor shall respond to an unlimited number of requests for service calls in the event of instrument failure which requires immediate repair. The Contractor shall provide travel, labor, and any factory-certified parts that require replacement. b.Respond to service calls Monday through Friday, during regular business hours only. The Contractor shall provide a JEOL certified service technician/engineer on-site at NIST Gaithersburg, MD and NIST, Boulder, CO within 24 hours after the service call is placed by the Government. No weekend service visits shall be required. c.For any third party service calls, the Contractor shall provide an original equipment manufacturer certified service technician/engineer on-site at NIST Gaithersburg, MD and NIST, Boulder, CO within seven calendar days after the service call is placed by the Government. No weekend service visits shall be required. d.In the event that the Contractor is unable to resolve the problem during the service call, the Contractor shall provide telephone support and on-site support as needed to expedite a solution for NIST. e.The Contractor is responsible to obtain all parts required for all repairs and maintenance. The Contractor shall make a commercially reasonable effort to secure parts within 72 hours after identifying the need for a replacement part for the covered equipment. f.Replacement parts provided under this agreement may be either new or remanufactured and the Contractor may exchange and/or repair existing components of the microscope. g.All repairs must result in the JEOL instruments meeting manufacturer's specifications. h.Any parts or components removed for replacement shall become the property of the Contractor unless otherwise agreed to by the parties. The Contractor shall remove the parts from the NIST campus at the time of the service call, or provide shipping instructions and return shipping information that NIST may return the parts to the Contractor within 3 days after the service visit is completed. The Contractor shall assume all charges and liability for all shipments. In the event a part need to be replaced and that part is determined to be contaminated, NIST will dispose of the item and will order a replacement at US list price. No core rebates will be provided for items deemed to be contaminated. Service Conditions a.All service provided under this agreement must be provided by trained personnel who are fluent in the operation of the covered instrument and/or third party accessories. b.If a component needs to be repaired off-site, the Contractor shall be responsible for all packaging, shipping and transportation costs as well as liability for the shipment to and from NIST Gaithersburg, MD and NIST, Boulder, CO. The Contractor shall be responsible for providing a "Return Authorization Number" or other information authorizing return of the shipment to their facility prior to the shipment. Furthermore, if the off-site repair of a component is projected to exceed 7 calendar days including shipping and transportation, the Contractor is to provide a temporary replacement component to maintain operation of the tool. c.All parts shall be approved for use with the instrument by JEOL. The Contractor shall only employ tools, instruments, test apparatus, methodologies, techniques, and practices approved for use with the instrument by the manufacturer. The service protocols and instrument specifications shall be adhered to at all times. d.The standard manufacturer's warranty for parts and labor shall apply for each maintenance and repair visit. Telephone Support a.The Contractor shall provide telephone support for the covered equipment during regular business hours. b.Telephone support must include response to questions about operating practices, application use, and service issues that can be diagnosed and resolved over the telephone. Compliance with NIST Rules and Regulations While on the NIST campus, the Contractor's representative(s) shall abide by all NIST rules and regulations pertaining to visitors. The Contractor shall provide all information necessary for the Technical Contact to authorize entrance to the NIST campus in accordance with NIST Security Policy and Procedures. In the case of preventive maintenance visits, the Contractor shall provide at least thirty (30) days' notice to the COR or the TC. NIST is seeking responses from all responsible sources, including large, foreign, and small businesses. Small businesses are defined under the associated NAICS code for this effort, 811219, as those domestic sources having 500 employees or less. Please include your company's size classification and socio-economic status in any response to this notice. Companies are requested to email a detailed report describing their abilities to forest.crumpler@nist.gov no later than the response date for this sources sought notice. The report should include achievable specifications, pricing, and any other information relevant to your product or capabilities. Also, the following information is requested to be provided as part of the response to this sources sought notice: 1. Name of the company that manufactures the system components for which specifications are provided. 2. Name of company(ies) that are authorized to sell the system components, their addresses, and a point of contact for the company (name, phone number, fax number and email address). 3. Indication of number of days, after receipt of order that is typical for delivery of such systems. 4. Indication of whether each instrument for which specifications are sent to forest.crumpler@nist.gov are currently on one or more GSA Federal Supply Schedule contracts and, if so, the GSA FSS contract number(s). 5. Any other relevant information that is not listed above which the Government should consider in developing its minimum specifications and finalizing its market research.
