- Contracting Office Address Department of Health and Human Services, National Institutes of Health, National Cancer Institute, Office of Acquisitions, 9609 Medical Center Drive, Room 1E638, Bethesda, MD 20892, UNITED STATES This is a combined synopsis/solicitation for commercial items, prepared in accordance with format in FAR 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and a separate written solicitation will not be issued. This solicitation: No. NCI-N02RC73802-53 includes all applicable provisions and clauses in effect through FAR Federal Acquisition Circular (FAC) 2005-95, simplified procedures for commercial items. This acquisition will be conducted under the procedures for acquiring commercial items authorized in FAR Part 12 and under the authority to use simplified procedures for commercial requirements as provided in FAR 13.501. This requirement is assigned North American Industry Classification System (NAICS) code 334510 with a size standard of 1,250 employees. Only one award will be made as a result of this solicitation. This will be awarded as a firm fixed price type contract. Delivery will be within 30 days of receipt of purchase order to the following address: 10 Center Drive Building 10, Bethesda, MD 20892 It has been determined there are no opportunities to acquire green products or services for this procurement. The National Cancer Institute (NCI) plans to procure one (1) Brand Name or Equal SpectraMax iD3 Multi-Mode Microplate Platform (including: reader, pc, notebook bundle), in support of the Center for Cancer Research (CCR), Women's Malignancies Branch (WMB). Department Background and Purpose The Women's Malignancies Branch (WMB) of CCR, NCI is fully engaged in developing targeted therapeutics for all types of cancer affecting women. Ovarian, Cervical and Breast cancer affect hundreds of thousands of women each year. Therefore, it is clearly of benefit to all section of the WMB, the NCI and the NIH, and hence to the government, to facilitate studies that will enable discovery of treatment and prevention of these types of cancer. The purchase and operation of a multi-mode microplate platform will advance the governmental mission of the Women's Malignancies Branch to promote the health and well-being of all women. The current focus of the WMB laboratory is set up for the development of more effective therapy by identifying molecular pathways that are critical to the growth and survival of cancer cells and on targeting these pathways as treatment. The laboratory studies are aimed at a better understanding of signal transduction pathways that regulate growth and programmed cell death in epithelial cancer cells in order to develop more effective therapies. There are currently two projects in need of the required equipment. The first is a basic project that investigates the regulation of receptor tyrosine kinase (RTK) function by Cbl proteins in epithelial cells. The second is a translational project that investigates the manipulation of signal transduction and apoptosis pathways as a means to kill breast cancer cells. Salient Characteristics The salient characteristics that apply to the SpectraMax iD3 Multi-Mode Microplate Platform are as follows: • The reader must have the ability to read UV/VIS Absorbance, top/bottom read Fluorescence and Luminescence in microplate (6-384 well) format and uses monochromators for all the above including fluorescence • No filters are required which increase the reliability of the data while decreasing the background effects. • The plate-reader must measure absorbance, fluorescence, and luminescence with a single lamp. • The reader also must have a touch screen that can connect to the NCI network so that each user can simply send their data results to their own desktop without any need for transfer to a server or a flash drive. PAYMENT Payment shall be made upon the delivery and acceptance of all required items listed.
